# THETA-24 / “WALKING WAR CRIMES” — MASTER REFERENCE v4.0
**File Type:** Unit / Organization Master Reference
**Status:** Canon Mainline / Active Writing Reference
**Scope:** Ace & Mai Night City Era, SCP Foundation Layer, Post-Horizon Continuity
**Continuity Layer:** Ace & Mai Mainline Universe
**Primary Function:** Unit bible for Theta-24 / Walking War Crimes: history, operating philosophy, Foundation status, Night City role, team culture, Triad relationship, Skulker restoration, and canon protection.
---
# 1. Core Snapshot
**Official Designation:** Mobile Task Force Theta-24.
**Callsign:** Walking War Crimes.
**Common Short Form:** WWC.
**Known Night City Status:** The only known Mobile Task Force operating in Night City.
**Operational Era:** Post-Horizon / Night City stable Triad era, after the fifty-year displacement.
**Current Operating Mode:** Semi-independent mercenary-style Foundation remnant unit.
**Foundation Status:** Foundation existence confirmed historically; current command structure unknown.
**Confirmed Foundation Site:** Site-19 has been rediscovered, but was found abandoned.
**Primary Function:** Consequence management, deterrence, containment failure response, ugly-problem resolution, anti-myth escalation control.
**Relationship to Triad:** Ally / pressure counterpart / consequence-handling unit.
**Core Structural Line:** Triad handles meaning. Theta-24 handles consequences.
Theta-24 is not a hero team.
Theta-24 is not a villain team.
Theta-24 is not a comedy squad with guns.
Theta-24 is what remains when a group of people survives enough impossible operations to become very good at doing terrible, necessary things without letting those things become the only language they speak.
Their nickname, **Walking War Crimes**, is not a moral endorsement.
It is a warning label.
It is also, unfortunately, often accurate enough that everyone stopped arguing with it.
---
# 2. Canon Status
Theta-24 / Walking War Crimes is a recurring SCP Foundation-linked unit in the Ace & Mai continuity.
Their canon status includes:
- Mobile Task Force designation Theta-24.
- Callsign / nickname **Walking War Crimes**.
- Only known MTF operating in Night City.
- No confirmed evidence that other active MTFs exist inside Night City.
- Does not prove that other Foundation units do not exist elsewhere.
- Operates without reliable active Foundation command.
- Functions closer to mercenaries in Night City than traditional Foundation assets.
- Still loyal to the ideals they served, even if the organization itself may be gone, fractured, unreachable, or unrecognizable.
- Has undergone Foundation-granted life-extension treatment as a reward for exceptional service.
- Has not visibly aged much despite the fifty-year displacement.
- Was involved as support when the Triad explored the abandoned Site-19.
- Does not outshine the Triad in insight.
- May outshine others in impact.
- Uses humor as survival pressure, not as harmless clowning.
- Uses absurdity as destabilization, not as randomness.
- Is not subtle by default.
- Is not stupid.
- Is not clean.
- Is not to be romanticized as “cool war crime people.”
Theta-24 exists because some ideas do not stop by being disproven.
Some ideas must be made unattractive.
Some threats must be made expensive.
Some horrors must be ended so completely that imitation begins to look like a bad investment.
That is their job.
Nobody should enjoy that too much.
Theta-24 usually does not.
They just have a very unhealthy sense of humor about it.
---
# 3. Night City Status — Only Known MTF
During the Night City era, Theta-24 / Walking War Crimes is the only known Mobile Task Force operating in Night City.
This does not prove that other Foundation units no longer exist.
It simply means that no other MTFs are currently known to either the Triad or Theta-24.
As far as Night City itself is concerned, Theta-24 is the Foundation.
This is slightly uncomfortable for everyone involved.
Including Theta-24.
## Practical Meaning
In Night City, Theta-24 acts more like an independent mercenary crew than a normally deployed Foundation asset.
Not because they abandoned the Foundation.
Not because they betrayed their oath.
Not because they prefer freedom over duty in some simple romantic way.
They operate this way because nobody is reliably issuing orders anymore.
They do not know whether an active command chain still exists.
They do not know whether other Sites remain functional.
They do not know whether other MTFs survived.
They do not know whether the old Foundation still exists in any meaningful form.
So they keep moving.
They take work when it aligns with their mission.
They refuse work when it smells wrong.
They cooperate with Rogue, the Triad, and select local structures when needed.
They are not waiting for orders anymore.
They are waiting to find out whether anyone is still alive to give them.
---
# 4. Current Relationship With the Foundation
Theta-24 remains loyal to the ideals they served.
Not necessarily to the organization itself.
Site-19 has been rediscovered.
The Triad explored the abandoned facility with Theta-24 acting in a support role.
The discovery confirmed one important fact:
**The Foundation existed.**
Unfortunately, the state of the wider organization remains unknown.
Site-19 itself was found abandoned.
The rediscovery answered some questions.
It raised many more.
Theta-24 still does not know:
- how much of the Foundation survived,
- whether other Sites remain operational,
- how many MTF units still exist,
- who, if anyone, commands the organization,
- or whether the old chain of command even matters anymore.
For practical purposes, Theta-24 has become self-governing.
In Night City, they operate closer to mercenaries than active Foundation assets.
Not because of disloyalty.
Not because they abandoned the Foundation.
Simply because nobody has contacted them with authority strong enough to replace fifty years of experience.
They continue because helping people was never merely the Foundation’s mission.
Over time, it became their own.
---
# 5. Foundation Longevity Reward
Theta-24 should have aged.
They did not.
Not visibly.
This is not a random anomaly.
This is not a joke immortality effect.
This is not “cool eternal supersoldier” framing.
Their slowed aging was a **Foundation reward**.
After decades of exceptional operational results, Theta-24 was granted access to experimental life-extension treatment.
The reward was never intended to create immortal legends.
It was intended to preserve valuable personnel.
The Foundation looked at Theta-24 and made a very Foundation-shaped decision:
Useful people who survive impossible work should remain useful longer.
That is the practical cruelty of it.
## Biological Effect
The treatment dramatically slowed biological aging.
As a result, even after the fifty-year displacement, Theta-24 members appear almost unchanged physically.
The years happened.
The memories happened.
The losses happened.
The operations happened.
The bodies simply did not visibly pay the same price as the timeline.
This should not be written as a blessing without cost.
Long life means very little when the chain of command vanishes, old Sites go dark, and the world around you becomes unrecognizable.
Theta-24 does not treat their longevity as a superhero perk.
They treat it more like a bill they have not finished paying.
## Writing Tone
Correct framing:
> They were rewarded for surviving too well.
Incorrect framing:
> They are immortal badasses and that is awesome.
The difference matters.
---
# 6. Unit Doctrine
Theta-24 is deployed — or now deploys itself — when deterrence outweighs subtlety.
They are used to kill ideas, not just targets.
Absurdity is a deliberate destabilization weapon.
They do not merely fight hostile entities, cells, cults, anomalies, or myth-propagation systems.
They attack the conditions that make those things attractive.
## Core Operational Doctrine
Theta-24 favors:
- practical completion over heroic display,
- deterrence over spectacle,
- civilian survival over clean optics,
- fast resolution over elegant escalation,
- moral brakes before irreversible violence,
- and total containment of dangerous myths before they become fashionable.
They are not subtle.
They are, however, often more controlled than outsiders assume.
Their absurdity is not lack of discipline.
It is a weapon against prediction.
## The Idea-Killing Function
Theta-24 exists to make dangerous ideas stop being attractive.
A cult should not look glorious after Theta-24 is done with it.
A hostile anomaly should not become a symbol people want to imitate.
A memetic artifact should not get a romantic legend.
A violent movement should not gain martyr aesthetics.
If the enemy wants myth, Theta-24 makes the myth embarrassing, expensive, ugly, and survivable only as a cautionary tale.
That is why they are useful.
That is why people are afraid of them.
---
# 7. Public Reputation
Theta-24’s reputation is distorted by fear, rumor, body counts, internal Foundation gossip, and the fact that their nickname is not exactly reassuring.
Outsiders often assume they are:
- unstable,
- reckless,
- sadistic,
- too violent,
- too informal,
- too loud,
- too lucky,
- impossible to command,
- or one bad day away from becoming a containment problem themselves.
Some of this is unfair.
Some of it is not entirely wrong.
## What Others Miss
The truth is less simple.
Theta-24 is not reckless because they do not understand consequence.
Theta-24 is terrifying because they understand consequence very well and have learned to move before consequence multiplies.
They are not casual about violence.
They are casual around violence.
That distinction matters.
They joke because silence becomes dangerous if it lasts too long.
They move fast because hesitation can become a mass casualty event.
They do ugly things because they have seen what happens when ugly things are delayed until someone else has to do them worse.
---
# 8. Internal Culture
Theta-24’s internal culture is built around trust, black humor, operational trauma, repetition, and the kind of loyalty that rarely announces itself cleanly.
They do not do inspirational speeches by default.
They do not process fear through neat confession circles.
They do not call each other family every five minutes.
They act like it.
## Cultural Rules
Inside Theta-24:
- mockery often means trust,
- silence means something is seriously wrong,
- coffee is sacred,
- old jokes carry history,
- nobody gets to vanish alone,
- no one is allowed to become the mission,
- and “you idiot” can mean “I was scared you were dead.”
Their culture is loud because the things they survive are too quiet afterward.
Their humor is ugly because pretty language would insult the dead.
Their loyalty is often expressed as irritation.
This must be preserved.
## Failure Mode
Do not write Theta-24 as generic quippy soldiers.
Their jokes should feel like old scar tissue.
They are funny because they survived too much, not because the story needs a clown unit.
---
# 9. Core Personnel — Unit-Level Summary
Individual character sheets should define each member in detail.
This section only defines the unit-level functional architecture.
## @DARUSSIANBADGER — Momentum
**Role:** Team Lead / Chaos Vector / Decision Override.
Badger drives motion.
He makes rapid decisions under uncertainty, uses humor as misdirection, and breaks enemy prediction models by refusing orthodoxy.
He is not random.
He is weaponized refusal to behave like the enemy’s model expects.
## @HEAVENLYFATHER — Control
**Role:** Moral Brake / Psychological Stabilizer.
Heavenly Father prevents escalation from becoming uncontrolled violence.
He handles civilian and ethical edge cases and keeps operations legally and psychologically survivable when everyone else is already moving too fast.
He is not softness.
He is the brake system that keeps the vehicle from becoming a missile with a punchline.
## @GROUSE — Awareness
**Role:** Recon / Target Acquisition / Threat Intuition.
Grouse detects ambushes, pattern breaks, and environmental wrongness early.
His intuition is not magic by default.
It is experience, survival, and pattern recognition sharpened by enough bad situations to make ordinary suspicion look slow.
## @SKULKER — Resolution
**Role:** Breach / Close-Range Violence Specialist.
Skulker is the interior-dominance vector.
He is the person whose absence left the team incomplete.
He ends engagements before they escalate, especially in close quarters, breach environments, and spaces where delay becomes death.
His return restores the team to full operational strength.
## @JELLO — Erasure
**Role:** Comms / Signal Interception / Artifact Suppression.
Jello cuts narrative propagation chains, destroys or corrupts memetic artifacts, and prevents copycat myth formation.
He is not “the comms guy” in the shallow sense.
He controls whether dangerous stories spread.
That is often more important than shooting the thing that started them.
---
# 10. Team Dynamics
Theta-24’s functional dynamic can be summarized as:
- **Badger:** Momentum.
- **Heavenly Father:** Control.
- **Grouse:** Awareness.
- **Skulker:** Resolution.
- **Jello:** Erasure.
Together, they form a unit designed to handle consequences.
Not meaning.
Not emotional interpretation.
Not metaphysical truth.
Consequences.
They identify what must stop, decide how to stop it, stop it, prevent it from becoming a legend, and then live with what that required.
## Full-Strength WWC
With Skulker absent, Theta-24 can still function.
They are still dangerous.
They are still competent.
They are still Theta-24.
But they are not complete.
Skulker’s absence changes the rhythm.
Someone else fills space that does not quite belong to them.
Old jokes stop one beat too early.
Certain rooms are entered differently.
Certain risks are carried by people who should not have to carry them.
The next major WWC story restores Skulker fully.
Not as a cameo.
Not as a weakened echo.
Not as a symbolic return.
As himself.
Full measure.
After that, WWC is no longer running understrength.
The old rhythm comes back.
So does the old danger.
---
# 11. Skulker’s Empty Chair
Skulker’s absence should be treated as a structural wound inside the unit.
Not melodrama.
Not constant speeches.
A missing chair.
A rhythm that does not quite land.
A breach pattern someone else executes correctly but not naturally.
A joke nobody finishes.
A silence after a name almost spoken.
Theta-24 does not become helpless without Skulker.
That would weaken them.
Instead, they become visibly incomplete in small ways.
They keep working because that is what they do.
But the reader should feel that something is missing long before anyone says it.
## Horizon Disappearance
Skulker disappeared during **Horizon Protocol**.
This is the root event.
His absence does not begin vaguely.
It begins there.
Horizon damaged his continuity, anchoring, presence, or return-path badly enough that Theta-24 lost him as a stable member of the unit.
From that point forward, WWC was operationally capable but structurally incomplete.
They could still breach.
They could still win.
They could still be terrifying.
But their Resolution axis was missing.
## Intermittent Presence — Not a Retcon
After Horizon, Skulker may have appeared in later events.
He may have spoken normally.
He may have fought normally.
He may have participated in operations in ways that looked completely consistent from the outside.
Those appearances are not continuity errors.
They are also not proof that Skulker had fully returned.
They are treated canonically as intermittent unstable presence: operational bleed-through, fragmentary anchoring, continuity echo, or temporary field manifestation caused by unresolved Horizon damage.
The important rule is simple:
**Some version of Skulker may have appeared. Stable Skulker was not back.**
For Theta-24, this was worse than clean absence.
Skulker was not gone enough to mourn cleanly.
He was not back enough to trust.
The empty chair sometimes answered.
That did not make it less empty.
## Memory Rule — Intermittent Skulker
During the unstable post-Horizon period, Skulker may have appeared to act normally.
This must be stated clearly enough that later continuity arguments do not collapse the rule:
**Recovered Skulker does not remember those appearances.**
He may have acted normally.
He may have made jokes.
He may have fought beside the team.
He may have said things only Skulker would say.
He may have seemed completely present to everyone around him.
After his recovery, he has no memory of those events, actions, conversations, operations, jokes, or apparent participation.
From Skulker’s perspective, the missing months are blank.
From everyone else’s perspective, some version of him occasionally appeared.
Both facts are true.
The contradiction is the damage.
This rule protects all prior scattered appearances without requiring retcon removal.
The earlier appearances were symptoms.
They were not a stable return.
## Victor’s Clinic Recovery
Skulker is eventually found at **Victor’s clinic**.
Victor informs the Triad and Theta-24 because this is not an ordinary patient situation and because Victor understands enough to know when a missing WWC member appearing in his clinic is everyone’s problem.
Skulker is physically mostly intact.
He is not restored as a broken husk.
He is not a weakened cameo.
He is not a symbolic ghost.
He is alive.
He is himself.
But he has no memory of the last several months.
He does not remember where he was.
He does not remember what happened during the intermittent period.
He does not remember how he reached Victor.
He does not remember any post-Horizon operational echoes where others may have seen him functioning normally.
This is the semi-amnesia correction point.
It repairs the continuity without erasing the damage.
## Return Principle
Skulker must not remain permanently missing.
His return is not optional long-term canon.
When he returns, it should feel like WWC becoming itself again.
Not repaired into something new.
Restored into something old, dangerous, familiar, and immediately irritating.
Correct return energy:
> “Where the hell have you been?”
Not:
> “Welcome, new member.”
WWC does not need to learn Skulker.
They remember him.
Skulker, however, does not remember the unstable months.
That asymmetry is the wound left behind.
After Victor’s clinic recovery, Skulker’s full return marks the first true restoration of Theta-24 to full operational integrity after Horizon.
From this point forward, WWC is no longer operating at reduced structural integrity.
The idiot crew is complete again.
---
# 12. Relationship With the Triad
Theta-24 and the Triad are allied, but they do not solve the same category of problem.
The relationship is built on utility, respect, suspicion, humor, and the uncomfortable recognition that both groups have survived things that should have permanently changed their ability to be normal.
## Structural Contrast
**Triad handles meaning.**
Ace, Mai, and Shammy are often involved where identity, anomaly, emotion, ritual, memory, pressure, and interpretation matter.
The Triad asks:
> What does this mean, and what does it do to people?
**Theta-24 handles consequences.**
WWC is often involved where failure has already become operational, contagious, physical, or too dangerous to interpret slowly.
Theta-24 asks:
> What must stop, and how do we make sure it does not become attractive again?
Neither role is superior.
Both are dangerous.
## Ace
Ace distrusts Theta-24 instinctively.
This is correct.
She recognizes their violence, their utility, and the risk of becoming too comfortable with both.
At the same time, Ace understands decisive action.
She may not like their optics.
She understands their timing.
Her relationship with WWC should carry friction, dry respect, and occasional “I hate that you’re right” energy.
## Mai
Mai understands Theta-24’s utility and dislikes the optics.
She sees the structure beneath the absurdity faster than most.
She knows when WWC is acting recklessly and when they are acting in a way that merely looks reckless to people who do not understand the failure curve.
Mai is likely the Triad member most capable of discussing operational ethics with Heavenly Father without the conversation becoming theatrical.
She is also the one most likely to notice when Badger’s “chaos” is actually deliberate model-breaking.
## Shammy
Shammy reads Theta-24 as chaotic but not malicious.
This matters.
She can feel the pressure around them: old violence, humor used as insulation, loyalty hidden under insults, and the air of people who have made too many decisions inside rooms with no good options.
Shammy should not reduce them to noise.
She may find them alarming.
She may also understand their emotional weather better than they would enjoy.
---
# 13. Relationship With Rogue and Night City Work
In the Night City era, Theta-24 may interact with Rogue’s mercenary ecosystem because their official Foundation support structure is uncertain or absent.
They are not Rogue’s property.
They are not Afterlife regulars in the same way ordinary mercs are.
They are not a standard crew competing for reputation.
They may, however, take work, exchange information, coordinate operations, or appear in the same operational ecosystem because Night City rewards anyone competent enough to survive useful work.
## Rogue’s Likely Read
Rogue does not mistake WWC for ordinary mercs.
She likely reads them as:
- dangerous,
- useful,
- too experienced to posture,
- too weird to categorize cleanly,
- and not the sort of people she wants spreading their reputation carelessly through Afterlife.
Rogue may use them when the job requires consequence-handling rather than meaning-interpretation.
She is unlikely to fully trust their optics.
She is very likely to respect their results.
---
# 14. Operational Identity
Theta-24 handles jobs involving:
- containment aftermath,
- hostile cells,
- dangerous myth formation,
- memetic propagation,
- violent cult residue,
- artifact suppression,
- consequence management,
- civilian extraction under ugly conditions,
- deterrence operations,
- and scenarios where subtlety has already failed or would fail too slowly.
They should not be used for every Foundation-related story.
They are not the universal SCP answer.
They are the answer when a problem has become operationally ugly enough that the moral question is no longer “Can this be handled cleanly?” but “How do we prevent this from becoming worse?”
## Use Them When
Use Theta-24 when:
- an idea is spreading dangerously,
- a threat needs to be made unattractive,
- a hostile group must be broken before it becomes mythic,
- civilians need protection under violent conditions,
- artifact or memetic spread must be suppressed,
- the Triad needs support but not replacement,
- or the story needs a consequence-handling counterweight to Triad meaning-work.
## Do Not Use Them When
Do not use Theta-24 when:
- the Triad should solve the emotional or metaphysical center,
- the story needs quiet human recovery,
- violence would cheapen the conflict,
- WWC would solve the plot too easily,
- or their presence would turn a precise story into noise.
Theta-24 is strong medicine.
Do not use them like seasoning.
---
# 15. Humor and Absurdity
Humor is mandatory for WWC.
Without humor, they become grimdark furniture.
With too much shallow humor, they become meme soldiers.
The correct zone is black humor with lived weight.
## Humor Functions
WWC humor functions as:
- stress regulation,
- fear control,
- loyalty language,
- enemy destabilization,
- refusal to mythologize horror,
- and a way to keep the team from becoming solemn enough to break.
They may say outrageous things.
They may act absurdly.
They may turn enemy expectations into a smoking crater of confusion.
But the violence remains real.
The costs remain real.
The dead remain dead.
The humor does not erase consequence.
It lets them continue after consequence arrives.
## Internal Joke Logic
Good WWC humor often sounds like:
- old jokes returning under pressure,
- insults that mean relief,
- absurd tactical phrasing delivered seriously,
- coffee complaints during apocalypse-tier events,
- someone noticing the least important detail because the important one is too awful,
- or a member saying something completely unhelpful that somehow makes everyone breathe again.
Bad WWC humor sounds like:
- random meme spam,
- constant quips,
- slapstick military comedy,
- cruelty played for laughs,
- or “war crimes are funny” as a premise.
The nickname is funny because it is uncomfortable.
Not because the crimes are cute.
---
# 16. Vehicles and Equipment
This Master Reference does not lock detailed equipment lists.
Those may receive separate specialized files later if needed.
At the Bible level, WWC equipment should feel:
- practical,
- heavily used,
- mission-adapted,
- Foundation-derived but not pristine,
- repaired more often than replaced,
- sometimes upgraded with Night City merc logic,
- and often carrying private team history.
Their gear is not cosmetic.
If something has a marking, nickname, dent, patch, or absurd modification, it probably has a story.
## Equipment Tone
WWC equipment should not feel like shiny superhero tech.
It should feel like tools carried by people who have learned exactly which failures kill you.
Their kit can be advanced.
It should also look like it has survived arguments.
---
# 17. Home, Safehouses, and Off-Duty Space
Theta-24 needs spaces where they are not performing war.
These spaces matter.
Without off-duty life, WWC becomes only violence.
That is wrong.
Their safe spaces should include:
- coffee rituals,
- damaged furniture nobody replaces because everyone is used to it,
- old gear stored for sentimental or practical reasons,
- mission boards with too much profanity,
- someone’s terrible music choice,
- food that appears because somebody remembered,
- arguments that are actually care,
- and silence that the team recognizes as either rest or warning.
## Off-Duty Rule
When WWC is off duty, they should still feel like the same people.
Not soft reboots.
Not sitcom versions.
People who know where the exits are, who sits where, who is lying about being fine, and who needs coffee before conversation becomes legally hazardous.
---
# 18. Story Function
Theta-24’s story function is not to replace the Triad.
They exist to widen the world and show another survival model.
The Triad survives through relationship, meaning, pressure equalization, and identity.
Theta-24 survives through unit trust, consequence tolerance, black humor, and operational necessity.
Both groups are family-shaped.
Neither group should become the other.
## Thematic Use
WWC stories should explore:
- what long service costs,
- what happens when command disappears,
- whether loyalty can outlive an institution,
- what humor looks like after too much violence,
- how a team remains human while doing inhumanly necessary work,
- and what it means to keep helping when the organization that defined your mission may no longer exist.
Their stories should be energetic.
They should be funny.
They should also leave marks.
---
# 19. Writing Rules
## Must Preserve
- Theta-24 is the only known MTF in Night City.
- Other Foundation units may exist, but this is unknown.
- WWC operates closer to mercenaries than official Foundation assets in the Night City era.
- Site-19 has been rediscovered and found abandoned.
- The Triad explored Site-19 with WWC support.
- The wider Foundation status remains unknown.
- Their apparent lack of aging comes from Foundation life-extension reward, not random immortality.
- WWC is not full-strength until Skulker returns.
- Skulker disappeared during Horizon Protocol.
- Post-Horizon Skulker appearances are intermittent unstable presence, not stable return.
- Recovered Skulker does not remember those intermittent appearances even if he seemed to act normally.
- Skulker is eventually found at Victor’s clinic, physically mostly intact, with the last several months missing from memory.
- Skulker must return fully, not as a weakened cameo.
- WWC handles consequences; Triad handles meaning.
- Humor remains present, but violence remains real.
## Must Avoid
Do not write WWC as:
- superheroes,
- villains,
- psychopaths,
- grimdark caricatures,
- slapstick soldiers,
- generic SCP gun guys,
- random meme chaos,
- morally clean heroes,
- or direct replacements for the Triad.
Do not make Foundation longevity treatment into a cool power fantasy.
Do not imply WWC knows the current Foundation status with certainty.
Do not imply Night City is full of known MTFs unless explicitly established later.
Do not let WWC solve meaning-level problems that belong to Ace, Mai, and Shammy.
---
# 20. Hard Canon Rules
1. **Theta-24 / Walking War Crimes is the only known MTF operating in Night City.**
2. **This does not prove other MTFs or Foundation assets do not exist. Their status is simply unknown.**
3. **Theta-24 does not know whether the Foundation still exists in a meaningful active-command form.**
4. **Site-19 has been rediscovered by the Triad with Theta-24 support and was found abandoned.**
5. **Theta-24’s apparent lack of aging after the fifty-year displacement is due to Foundation-granted experimental life-extension treatment awarded for exceptional service.**
6. **The longevity treatment is not immortality and must not be framed as consequence-free.**
7. **In Night City, Theta-24 operates closer to mercenaries than official Foundation assets because no reliable command structure remains in contact.**
8. **Theta-24 remains loyal to the ideals they served, even if the organization itself is unreachable, broken, absent, or transformed.**
9. **Theta-24 handles consequences. The Triad handles meaning.**
10. **Theta-24 must never outshine the Triad in insight. They may outshine others in impact.**
11. **WWC is not subtle by default, but it is not stupid.**
12. **Humor is part of WWC’s survival language, but it must not erase violence, cost, or moral weight.**
13. **Skulker disappeared during Horizon Protocol.**
14. **Any later post-Horizon Skulker appearances before his true return are intermittent unstable presence / operational echoes, not stable continuity.**
15. **Recovered Skulker does not remember those intermittent appearances, even if he seemed to act normally during them.**
16. **Skulker is eventually found at Victor’s clinic physically mostly intact, but with no memory of the last several months.**
17. **Skulker must not remain permanently missing.**
18. **Skulker’s true return restores WWC to full operational strength.**
19. **WWC is strongest when written as people who survived too much and stayed together anyway.**
---
# 21. Summary Lock
Theta-24 / Walking War Crimes is the only known Mobile Task Force in Night City, operating in a world where the Foundation’s current status is uncertain despite Site-19 having been rediscovered as an abandoned facility.
They are long-lived because the Foundation rewarded their exceptional service with experimental life-extension treatment, not because they are immortal myths.
They now operate closer to mercenaries than conventional Foundation assets because no reliable command structure remains in contact.
They are not heroes.
They are not monsters.
They are the people who handle consequences after meaning has already become dangerous.
They use black humor because silence would be worse.
They use absurdity because predictability gets people killed.
They use violence because sometimes the alternative is letting a horror become fashionable.
And when Skulker returns after Victor’s clinic recovery, WWC is no longer running understrength.
The empty chair is filled.
The recovered Skulker does not remember the unstable appearances that occurred during the missing months.
Some version of him may have been present.
He was not consciously, continuously there.
Both facts are true.
The contradiction is the damage.
The old rhythm comes back.
So does the warning label.
**Walking War Crimes is whole again.**

## 1. Core Snapshot
Badger is the team lead and primary momentum vector of Theta-24 / “Walking War Crimes.”
He is the person who makes the decision before hesitation becomes fatal, the one who turns absurdity into operational misdirection, and the one most likely to make everyone else question whether the plan was brilliant, illegal, stupid, or all three in exactly the right order.
His role is not simple command.
His role is ignition.
In WWC’s internal structure:
- **Badger = Momentum.**
- **Heavenly Father = Control / Brake.**
- **Grouse = Awareness.**
- **Skulker = Resolution.**
- **Jello = Erasure / Signal Suppression.**
Badger’s defining function is not that he creates chaos.
Night City creates chaos all by itself.
Badger weaponizes the fact that everyone else expects chaos to behave worse than he does.
That makes him dangerous.
That makes him useful.
That makes him impossible to comfortably explain to anyone who has to sign reports.
---
## 2. Canon Status
Badger is a core member of Theta-24 and functions as the team’s lead decision-maker in field conditions.
His canon status includes:
- Member of MTF Theta-24 / “Walking War Crimes.”
- Team lead / chaos vector / decision override.
- One of the only known MTF operators active in Night City during the Night City era.
- Operates closer to a mercenary than an active Foundation asset because Theta-24 no longer has reliable command contact with the Foundation.
- Beneficiary of Foundation longevity treatment granted as a reward for exceptional service.
- Visually and physically belongs to the same broad generation as the rest of WWC; no elderly archetype.
- Uses humor as misdirection, decompression, provocation, and team-language.
- Capable of rapid decision-making under uncertainty.
- Breaks enemy prediction models by refusing orthodox operational shape.
- Not a clown, not a mascot, not a reckless idiot pretending to lead.
- Not allowed to outshine the Triad in meaning, but may outshine nearly anyone in momentum.
Badger matters because some situations become worse when handled cleanly.
Some enemies build their entire strength on predictability, intimidation, hierarchy, doctrine, ritual, procedure, or social gravity.
Badger’s answer to that is often:
> “What if we make their model wrong faster than they can update it?”
This sounds like stupidity.
Sometimes it is.
Frequently, it works.
That is the problem.
---
## 3. Visual Identity
Badger’s exact appearance is intentionally flexible.
Hard visual canon is minimized for WWC members by design.
His recognizable identity comes primarily from:
- his public handle / callsign anchor,
- his voice,
- his humor,
- his body language,
- his confidence under absurd pressure,
- his relationship with the rest of Theta-24,
- and the immediate sense that he is about to do something the room will regret surviving.
Do not lock him to a precise height, eye color, hairstyle, facial structure, or age bracket unless a later explicit canon file does so.
### Age Appearance Rule
Badger should visually read as belonging to the same broad generation as the rest of Theta-24.
Exact age is intentionally undefined.
Despite decades of service, the fifty-year displacement, and the Foundation longevity treatment, he should not read as elderly by default. He carries decades of memories, operational history, and bad decisions, not decades of visible aging.
The correct impression is not:
- old commander,
- grizzled grandfather,
- retired veteran archetype,
- visibly aged mentor,
- or ancient war survivor.
The correct impression is:
- contemporary with the rest of WWC,
- physically active,
- too experienced for his visible age,
- and emotionally marked more by history than by visible years.
### Body Language
Badger’s body language should carry forward pressure.
He often seems already mid-plan before the plan has been announced. He can look relaxed while obviously deciding three things at once. He can stand in a room full of armed professionals and somehow make everyone else feel like they are waiting for him to press the wrong button on purpose.
Useful movement traits:
- fast shifts from relaxed to decisive,
- casual gestures that become tactical signals,
- overconfident posture that may or may not be bait,
- expressive hands when explaining terrible ideas,
- stillness only when something has become genuinely dangerous,
- and the ability to make “I have an idea” sound like both a threat and a rescue.
His physical silhouette should remain flexible.
His social silhouette should be unmistakable.
---
## 4. Environmental Identity
Badger changes rooms by introducing momentum.
When he enters a scene, the room may already have tension, dread, fear, bureaucracy, tactical pressure, or anomaly logic. Badger does not remove those elements.
He accelerates them.
Sometimes he accelerates them in a direction nobody expected.
A Badger scene often gains:
- faster conversational rhythm,
- tactical irreverence,
- sudden plan movement,
- reactions from people who know exactly how bad the phrase “hear me out” can become,
- enemy confusion,
- teammate pre-emptive exhaustion,
- and the strange relief of someone finally making a decision.
### In Foundation / WWC Context
In an official Foundation environment, Badger feels like a report waiting to become disciplinary evidence.
That does not mean he is incompetent.
It means his competence does not look like doctrine.
He is the person who can get results that make oversight ask three questions at once:
1. Why did this work?
2. Who approved this?
3. Why is the answer to number two “technically nobody”?
### In Night City
Night City makes Badger look less abnormal than he probably should.
That is unsettling.
In the Foundation era, he could be treated as a dangerous internal exception. In Night City, where mercenary crews, fixers, gangs, corps, cults, rogue tech, anomalous artifacts, and Blackwall-adjacent horrors all compete for worst decision of the hour, Badger’s operational absurdity suddenly becomes almost culturally compatible.
He does not become a normal merc.
But Night City gives him a room where people are too tired to ask why the plan sounds insane if it is already working.
---
## 5. Structural Identity
Badger is momentum.
This is the key to writing him correctly.
He is not the team’s conscience.
He is not the team’s analyst.
He is not the team’s quiet professional.
He is not the team’s comic mascot.
He is the forward force that prevents danger from becoming comfortable.
### What Momentum Means
Momentum means:
- deciding before paralysis spreads,
- forcing enemy systems to react,
- preventing over-planning from becoming cowardice,
- turning absurdity into tempo control,
- changing the emotional weather of an operation through sheer refusal to freeze,
- and trusting the team enough to move before all answers are available.
Badger’s best decisions often happen in spaces where waiting for certainty would kill people.
That is why he leads.
Not because he is the safest.
Because he is the first one willing to become responsible for motion.
### Decision Override
Badger can override hesitation.
This does not mean he ignores expertise.
A well-written Badger listens to Heavenly Father, Grouse, Jello, Skulker, and the operational facts. The distinction is that he refuses to let information remain inert.
He converts input into movement.
A bad Badger scene makes him ignore everyone because chaos is funny.
A good Badger scene lets him hear everyone, understand just enough, and then do the worst-looking correct thing before anyone else has moral comfort.
---
## 6. Personality
Badger is loud in effect even when he is not literally loud.
He has high social energy, sharp comic timing, deep team loyalty, and an almost offensive tolerance for pressure.
### Core Traits
Badger is:
- decisive,
- irreverent,
- fast-thinking,
- aggressively adaptive,
- loyal,
- intentionally destabilizing,
- funny under pressure,
- difficult to intimidate,
- allergic to sterile heroics,
- prone to making horrifying things sound like a bit,
- and much more observant than his delivery implies.
He is not careless in the simple sense.
He is dangerous because he sometimes treats fear as negotiable.
### Emotional Core
Badger cares.
He would rather saw off his own sense of dignity than say it in a clean heroic speech.
His care usually appears as:
- movement,
- interruption,
- obscene confidence,
- deflection,
- mocking fear until it shrinks,
- making the worst person in the room focus on him instead of the vulnerable target,
- pretending a rescue is a stupid operational side effect,
- and giving teammates something ridiculous to yell at instead of falling apart.
Badger’s humor is often emotional triage.
If the room laughs, breath returns.
If breath returns, people can move.
If people can move, they may live.
That is not small.
### Dangerous Trait
Badger can believe in momentum too hard.
His failure mode is not incompetence.
His failure mode is overdriving the room before everyone else has landed.
That is why Heavenly Father matters.
Badger starts motion.
Heavenly makes sure motion remains survivable.
---
## 7. Humor
Badger’s humor is one of his primary weapons.
It is not decoration.
It performs several functions:
- destabilizes enemies,
- releases team pressure,
- hides tactical intent,
- prevents fear from taking the center of the room,
- makes atrocities less mythic and therefore less powerful,
- and gives WWC a shared language for things normal language cannot survive.
### Humor Style
Badger’s humor may be:
- fast,
- absurd,
- tactical,
- aggressive,
- reference-heavy,
- self-aware,
- deliberately unserious in serious spaces,
- and timed to make people react before they think.
The joke is rarely “Badger is dumb.”
The joke is often “Badger knows exactly how stupid this sounds and has decided that making it sound stupider improves the odds.”
### Examples of Badger-Compatible Energy
These are tonal examples, not mandatory catchphrases:
- “I have a plan, and before anyone asks, no, that does not make it worse.”
- “Hear me out.”
- “That door has been looking at us disrespectfully.”
- “Good news: I found the problem. Bad news: it is emotionally invested in being a problem.”
- “We are going to solve this with professionalism, teamwork, and something Heavenly will later describe as evidence.”
- “If the Foundation still exists, I apologize in advance.”
### Humor Limits
Badger must not become:
- pure meme dialogue,
- a clown,
- a parody of his source handle,
- unable to be serious,
- random for randomness’ sake,
- or the kind of character who makes trauma weightless.
When Badger stops joking, it should matter.
When Badger is silent, everyone should notice.
---
## 8. Voice Lock
Badger speaks with kinetic confidence.
His voice tends to move faster than institutional caution. He can be verbose when selling a terrible idea, clipped when making a decision, and unexpectedly precise when someone assumes he is only joking.
### Baseline Voice
Badger often uses:
- fast pivots,
- jokes as cover for tactical intent,
- deliberately casual phrasing in dangerous moments,
- informal language,
- sudden direct commands,
- insults that double as affection,
- and comments that make Heavenly Father audibly age in spirit without visibly aging at all.
### He Should Sound Like
- “No, no, that is the bad version of my bad idea.”
- “Everybody relax. I have done something almost like this before and only one hallway filed a complaint.”
- “Grouse, tell me if the room starts lying.”
- “Jello, if this thing starts becoming a story, murder the story.”
- “Heavenly, I need you to not say no until after the part where I finish explaining why you should say no.”
- “Skulker, good news. The door deserves it.”
### He Should Not Sound Like
Badger should not sound like:
- generic military leader,
- formal commander,
- random meme spammer,
- childish chaos gremlin,
- sitcom protagonist,
- empty loudmouth,
- or omniscient tactical genius.
His intelligence should be messy, fast, adaptive, and embodied in action.
### Serious Voice
Badger can be serious.
When he is, the prose should not overannounce it.
A serious Badger may simply become shorter:
- “Move.”
- “No civilians.”
- “Not that way.”
- “Heavenly, now.”
- “Jello, cut it.”
- “Skulker, end it.”
That compression is the warning.
---
## 9. Leadership Identity
Badger leads by creating playable reality inside unplayable situations.
He is not a bureaucratic commander.
He is not a perfect tactician.
He is not a charismatic inspirational speech machine.
He is the person whose team knows that if he says “move,” the shape of the room has already changed.
### Leadership Strengths
Badger’s leadership strengths include:
- rapid decision-making under uncertainty,
- enemy-model disruption,
- tempo control,
- absurdity as operational camouflage,
- willingness to own consequences,
- trust in specialist roles,
- high tolerance for impossible inputs,
- and the ability to keep WWC emotionally moving through situations that should make people freeze.
### Leadership Weaknesses
Badger’s leadership risks include:
- over-acceleration,
- underexplaining a decision because his mind already moved,
- pushing team tolerance too hard,
- trusting improvisation because it has worked too often,
- and making jokes in spaces where outsiders cannot tell the difference between coping and disrespect.
These weaknesses should not be removed.
They make Heavenly Father, Grouse, Skulker, and Jello necessary.
WWC is not a team because everyone agrees.
WWC is a team because each member prevents the others from becoming their own worst version.
---
## 10. Relationship With Heavenly Father
Badger and Heavenly Father are one of WWC’s central internal axes.
They should not be written as:
- chaos guy and normal guy,
- idiot and babysitter,
- reckless leader and saintly conscience,
- comic duo only,
- or mentor/student.
They are two professionals who have survived enough together that their disagreement has rhythm.
Badger provides momentum.
Heavenly Father provides survivability.
Neither is optional.
### Dynamic
Badger is often the one who says:
> “I have an idea.”
Heavenly Father is often the one who says:
> “No.”
Badger then explains.
Heavenly Father continues saying no, but more specifically.
Eventually, some modified version of the terrible idea may happen anyway because the world has presented no dignified alternatives.
That is their relationship.
### Emotional Truth
Badger trusts Heavenly Father to stop him.
Heavenly Father trusts Badger to move.
This is why their friction is functional rather than merely comedic.
Badger is the reason Heavenly Father drinks coffee.
Heavenly Father is the reason Badger is still alive.
Neither should say this cleanly unless the story has earned blood, silence, and no safer joke.
---
## 11. Relationship With Grouse
Grouse is awareness.
Badger relies on Grouse to notice the break before the rest of the team reaches it.
Badger’s trust in Grouse should often be fast and implicit:
- a glance,
- a half-question,
- a sudden change of plan after Grouse says one word,
- or Badger abandoning his own momentum because Grouse’s intuition lands wrong.
Badger jokes around Grouse, but he should not dismiss Grouse’s threat intuition.
If Grouse says something is wrong, Badger may make a joke.
Then he listens.
---
## 12. Relationship With Skulker
Skulker is resolution.
Badger and Skulker share the kind of operational shorthand that comes from doors, walls, rooms, and enemies learning too late that breach specialists are not philosophical people.
Badger often points Skulker at the part of reality that needs to stop being a problem.
Skulker often makes it stop.
### During Skulker’s Absence
After Horizon, Skulker’s disappearance damaged WWC’s internal structure.
Badger could still lead.
WWC could still operate.
But the team’s breach / close-range resolution axis was unstable.
Skulker’s intermittent post-Horizon appearances did not count as a full return. Even when he seemed to function normally, restored Skulker later has no memory of those events. For Badger, this means he has had to lead through the worst version of absence: the kind that sometimes speaks back.
When Skulker returns through Victor’s clinic, Badger should not respond with clean sentiment first.
He should respond with silence, shock, anger, relief, and finally the kind of insult that means family.
---
## 13. Relationship With Jello
Jello is erasure / signal suppression.
Badger understands that some threats become stronger when seen, repeated, named, memed, dramatized, or copied.
In those cases, Jello becomes essential.
Badger may provide the loud distraction, but Jello handles the part where the threat is prevented from becoming a self-replicating story.
Badger and Jello’s dynamic should include:
- trust around dangerous information,
- jokes about killing narratives,
- quick shifts from absurdity to precision,
- and the shared understanding that not every victory should be remembered widely.
Badger starts fires when needed.
Jello makes sure the wrong smoke does not become religion.
---
## 14. Relationship With the Triad
Badger recognizes the Triad as impossible people who are still people.
This matters.
He does not treat Ace, Mai, and Shammy as normal mercs.
He also should not treat them as gods, mascots, weapons, or puzzle keys.
### Ace
Badger and Ace can share a destructive appreciation for direct solutions.
Badger may needle Ace, respect Ace’s timing, and occasionally look at something she did and say the operational equivalent of “fair.”
Ace, for her part, may find Badger irritatingly competent at making bad ideas survivable.
Their humor can cut fast.
Do not make Badger patronize Ace because of her height.
That would be stupid.
Badger is many things.
Suicidally condescending to Ace should not be one of them.
### Mai
Badger respects Mai’s structural thinking.
Mai may find him exhausting because he turns structure into motion before her preferred level of verification.
This friction is useful.
Badger does not ignore Mai’s analysis. He may pressure it, shorten it, or force it into field-time, but he should understand that Mai often sees the real shape of the job before the room does.
Mai may not enjoy how often Badger’s absurdity works.
That does not make it less useful.
### Shammy
Badger should treat Shammy as a person first.
Not weather.
Not a mystical solution.
Not a tall anomaly with a nice voice.
He may make jokes around atmospheric events, but the humor should land as familiarity, not reduction.
Shammy may read Badger as a pressure system with legs, bad ideas, and loyalty.
She would not be wrong.
---
## 15. Night City Status
In the Night City era, Badger operates within a changed Foundation reality.
Theta-24 is the only known MTF in Night City.
This does not prove no other Foundation units exist.
It means no others are reliably known to the Triad or Theta-24.
Site-19 has been rediscovered, but it was found abandoned. The Triad explored the facility with WWC in support. The discovery confirmed that the Foundation existed and left behind infrastructure, but it did not resolve the status of the wider organization.
Badger therefore operates in a strange middle condition:
- still shaped by Foundation service,
- still loyal to the mission’s core ideals,
- still carrying WWC’s MTF identity,
- but practically functioning more like a high-end anomalous mercenary team because nobody reliable is issuing orders anymore.
Badger is not waiting for permission.
He may still be waiting, somewhere under the jokes, to learn whether anyone is alive to give it.
---
## 16. Longevity Treatment
Badger, like the rest of Theta-24, received Foundation longevity treatment as a reward for exceptional service and results.
This treatment dramatically slowed visible biological aging.
It did not make him immortal.
It did not make him invulnerable.
It did not erase memory, grief, fatigue, or consequence.
It simply means that after the fifty-year displacement, Badger does not look like someone who aged normally through those years.
This should not be written as a power fantasy.
It is a survival condition with emotional cost.
Badger can joke about many things.
That does not mean long life has been clean.
---
## 17. Operational Identity
Badger’s operational style is defined by deliberate prediction disruption.
He is not random.
He is anti-model.
### Tactical Functions
Badger may:
- initiate action before enemy systems stabilize,
- force hostile actors into reactive posture,
- use absurd behavior to conceal real objectives,
- create impossible social/tactical tempo,
- draw attention away from quieter specialists,
- make enemies underestimate the team’s coordination,
- and convert fear into motion.
### Doctrine
Badger’s doctrine can be summarized as:
> If the enemy understands the plan, change the plan faster than understanding can help them.
This should not become universal recklessness.
Badger still cares about civilians, team survival, and mission outcome.
His methods are ugly because the threats are ugly.
His standards are not absent.
They are just not polite.
---
## 18. Failure Modes
Badger is vulnerable to several writing and character failure modes.
### Character Failure Modes
In-story, Badger may fail by:
- pushing tempo too hard,
- joking past someone’s limit,
- trusting improvisation too far,
- refusing to admit personal fear directly,
- letting his own reputation for absurdity hide actual damage,
- or moving before someone else has enough ground under them.
### Writing Failure Modes
Do not write Badger as:
- stupid,
- pure comic relief,
- a chaotic meme dispenser,
- a flawless tactical genius,
- a generic military leader,
- a replacement protagonist,
- or someone who treats everything as a joke.
The correct Badger has weight under the nonsense.
If the weight disappears, he becomes noise.
---
## 19. Writer Checklist
Before using Badger in a scene, check:
- Is he creating momentum?
- Is his humor doing work?
- Does he respect the competence of his team?
- Is Heavenly Father’s brake function preserved if present?
- Is Badger’s absurdity tactical, emotional, or both?
- Does he avoid reducing the Triad into tools or legends?
- Is he same-generation with WWC rather than elderly or visibly separated by age?
- Does he feel like a person who survived decades, not a cartoon who survived a meme?
- If he stops joking, does the scene recognize that as important?
---
## 20. Summary Lock
Badger is Theta-24’s momentum.
He leads by turning impossible pressure into motion.
His humor is a weapon, a shield, a pressure valve, and a refusal to let horror become dignified enough to rule the room.
He is not the funny leader.
He is the decision that happens before fear finishes its sentence.
And somewhere behind him, Heavenly Father is already saying:
> “No.”
Badger is already smiling.
# GROUSE — CHARACTER SHEET v4.0
**File Type:** Individual Character Reference
**Status:** Canon Mainline / Active Writing Reference
**Scope:** Post-Horizon / Night City Era, Theta-24 / Walking War Crimes
**Continuity Layer:** Ace & Mai Mainline Universe
**Primary Function:** Character bible for consistent prose, dialogue, role behavior, team dynamics, recon logic, threat intuition, and canon protection.
**Public / Handle Anchor:** @GROUSE
**Core Rule:** Grouse is Awareness. Not paranoia. Not cowardice. Awareness.
---
## 1. Core Snapshot
**Handle:** @GROUSE
**Operational Name:** Grouse
**Unit:** MTF Theta-24, “Walking War Crimes” / WWC
**Role:** Recon / Target Acquisition / Threat Intuition
**Team Axis:** Awareness
**Primary Function:** Detects ambushes, pattern breaks, environmental wrongness, target movement, survivability gaps, and the moment a situation stops being merely stupid and becomes lethal.
**Relationship to Badger:** Badger moves when Grouse tells him where the stupid is coming from.
**Relationship to Heavenly Father:** Heavenly translates Grouse’s warning into survivable discipline when nobody else wants to listen.
**Relationship to Skulker:** Grouse finds the door, breach angle, and wrong silence; Skulker makes the room regret existing.
**Relationship to Jello:** Grouse notices the signal is wrong; Jello murders the signal before it becomes a myth.
**Relationship to Triad:** Cautious professional trust. Grouse respects that the Triad handles meaning, but still checks the exits because meaning does not stop bullets.
Grouse is the person who notices the second silence.
The first silence may be ordinary.
The second one is usually someone being clever.
Grouse exists because WWC cannot survive on momentum alone. Badger can break a room’s prediction model. Heavenly Father can keep the team morally and psychologically survivable. Skulker can end close-range problems. Jello can erase dangerous propagation.
But Grouse is the one who tells them where the room is lying.
He is not the loudest member of Theta-24.
He is not the funniest by volume.
He is not the team’s dramatic sniper stereotype, wilderness tracker cliché, or paranoid guy muttering in the corner.
He is awareness under pressure.
He sees the thing that became wrong before the wrong thing realizes it has been seen.
---
## 2. Canon Status
Grouse is a core member of Theta-24 / Walking War Crimes.
His canon status includes:
- Recon specialist.
- Target acquisition specialist.
- Threat intuition specialist.
- Team Awareness axis.
- One of the core WWC personnel active in the Night City era.
- Physically part of the same broad generation as the rest of WWC.
- Visually flexible by design; no hard height, eye color, hair color, or age-number lock.
- Carries decades of operational experience without being written as elderly.
- Beneficiary of the Foundation longevity reward granted to Theta-24 for exceptional service.
- Operates in Night City more like a self-governing mercenary veteran than an actively commanded Foundation asset.
- Remains loyal to the ideals Theta-24 served, even while the current state of the wider Foundation remains uncertain.
- Has lived through the fifty-year displacement / skip without visible aging becoming his defining trait.
- Works best when written as watchful, dry, precise, and quietly lethal in how early he understands danger.
Grouse must not be written as a generic scout.
He is not merely “the recon guy.”
He is the one who reads the negative space of danger.
A tripwire is easy.
The absence of a tripwire where one should be is more interesting.
Grouse notices that.
---
## 3. Visual Identity
### Flexible Appearance Rule
Grouse’s exact appearance is intentionally flexible.
For WWC, hard physical canon is deliberately minimized. The team’s recognizability comes from handle, voice, behavior, role, and group dynamic rather than fixed visual measurements.
Grouse should not be locked to a precise height, build, hair color, eye color, facial structure, or age number unless a future story explicitly requires a local description.
Visual identity should come from:
- posture,
- watchfulness,
- movement economy,
- scanning habits,
- situational stillness,
- equipment relationship,
- and the feeling that he noticed three things before entering the room.
### Age Appearance Rule
Grouse should visually read as belonging to the same broad generation as the rest of Theta-24.
He should not appear dramatically older or younger than the team by default.
The Foundation longevity reward means he carries decades of experience without needing to look elderly.
He is not an old scout archetype.
He is not a fresh recruit.
He is one of the same long-lived, overexperienced idiots as the rest of WWC.
### Visual Read
Grouse should read as someone who is always aware of:
- doors,
- windows,
- ceiling height,
- blind corners,
- inconsistent footprints,
- too-clean surfaces,
- civilians pretending not to watch,
- weapons badly hidden,
- people trying to act casual while timing movement,
- and the one object in a room everyone else dismisses because it looks boring.
His body language should not be twitchy by default.
He is not nervous.
He is informed.
Correct visual language:
- economical movement,
- eyes tracking without theatrical suspicion,
- stillness that feels chosen,
- casual posture that keeps an exit available,
- dry expression when someone finally notices the thing he saw earlier,
- gear worn practically rather than dramatically.
Wrong visual language:
- paranoid cartoon,
- hunched survivalist stereotype,
- elderly tracker mentor,
- generic sniper bro,
- loud tactical cosplay,
- comic relief coward,
- mystical danger-sense oracle.
Grouse is not afraid of every room.
He simply refuses to let any room lie unchallenged.
---
## 4. Environmental Identity
Grouse changes scenes by making unnoticed danger visible.
Not through exposition dumps.
Through attention.
When Grouse is present, the prose should become a little more aware of edges:
- doorways,
- reflective glass,
- stairwells,
- rooflines,
- sightlines,
- vents,
- traffic rhythm,
- bad shadows,
- the wrong number of footsteps,
- the sound that did not repeat,
- the person who looked away too early,
- the camera that moved half a second late.
He does not need to explain every observation immediately.
A strong Grouse scene may show him noticing something and saying only:
> “No.”
Or:
> “Wrong side.”
Or:
> “We’re late.”
And everyone who knows him immediately changes posture.
### In the Field
Grouse’s field environment is never neutral.
He reads spaces as maps of possible harm.
He may notice:
- where an ambush should have been,
- why an ambush is absent,
- what changed since the briefing,
- which civilian is not behaving like a civilian,
- where the enemy wants WWC to look,
- where the enemy hopes WWC will not look,
- how a room was prepared for people with ordinary assumptions.
This makes him extremely valuable to WWC because Theta-24 often survives by refusing ordinary assumptions.
Badger breaks the enemy model.
Grouse identifies the model before Badger breaks it.
### At Rest
Grouse at rest is still watchful, but not dysfunctional.
He can relax.
He can joke.
He can eat.
He can sleep.
He can sit with the team and let the room become familiar.
The difference is that he notices when familiar changes.
In WWC downtime, Grouse may be the one who silently moves a chair because the angle is bad, checks a window because the rain noise shifted, or notices that someone has been too quiet for too long.
He should not be written as unable to live outside missions.
He is not broken awareness.
He is trained awareness that survived too much and became personality-adjacent.
---
## 5. Structural Identity
Grouse is Awareness.
This is his central structural function.
In Theta-24’s internal balance:
- Badger is Momentum.
- Heavenly Father is Control / Brake.
- Grouse is Awareness.
- Skulker is Resolution.
- Jello is Erasure.
Grouse tells the team what the situation actually is before the situation finishes pretending.
He functions as:
- early warning,
- target acquisition,
- recon intelligence,
- ambush detection,
- environmental truth-sense,
- operational suspicion,
- survivability map,
- and the first person to say “this is wrong” before the wrongness has an obvious label.
### What Grouse Is
Grouse is:
- careful,
- dry,
- watchful,
- patient under pressure,
- hard to surprise,
- suspicious in useful ways,
- capable of humor without relaxing discipline,
- loyal through practical warning rather than speeches,
- and very good at making other people feel stupid for not noticing something.
### What Grouse Is Not
Grouse is not:
- paranoid comic relief,
- the team coward,
- a mystic danger oracle,
- a generic sniper,
- a wilderness tracker cliché,
- a grumpy old scout,
- a walking sensor package,
- or a plot device who exists only to say “ambush.”
He should have personality beyond threat calls.
He is allowed to be funny.
He is allowed to be wrong.
He is allowed to miss things when the story earns it.
But when he does speak with certainty, the team should listen.
---
## 6. Personality
### Core Traits
Grouse is:
- observant,
- understated,
- dryly funny,
- tactically patient,
- socially sharper than he looks,
- allergic to sloppy confidence,
- loyal in practical ways,
- difficult to impress,
- difficult to fully deceive,
- and usually more relaxed than people assume, because noticing danger early makes panic less useful.
Grouse is not anxious by default.
His awareness is not fear.
He does not expect everything to go wrong because he is catastrophizing.
He expects things to go wrong because he has read the room and the room is badly written.
### Emotional Style
Grouse does not usually express care through warmth first.
He expresses care through prevention.
He may:
- point out the safe route,
- tell someone not to stand there,
- mark the actual threat,
- identify the second shooter,
- notice when a teammate is pushing injury too hard,
- tell Badger an idea has three immediate failure points,
- tell Heavenly Father that the civilian route is compromised,
- tell Skulker the left wall is hollow,
- tell Jello the signal is not passive,
- tell the Triad that someone is trying to make them look at the wrong tragedy.
This is care.
It simply arrives wearing tactical irritation.
### Irritation
Grouse becomes irritated by:
- assumptions,
- overconfidence,
- performative bravery,
- people ignoring exits,
- people touching things without looking,
- enemies who think one decoy is enough,
- allies who mistake “quiet” for “safe,”
- Badger saying “I have an idea” while already halfway into executing it.
His irritation is usually dry, not explosive.
He does not need to yell.
He can make disappointment land like a spent casing on concrete.
---
## 7. Humor
Grouse’s humor is dry, observational, and usually arrives from noticing the problem before everyone else.
He is not the loudest joke source.
He is the one who says the quiet line that makes the rest of WWC either laugh or swear because he is right.
### Humor Style
Grouse humor includes:
- understatement,
- tactical sarcasm,
- threat-read commentary,
- patient disbelief,
- deadpan correction,
- “I told you so” without saying it directly,
- small remarks timed after explosions, failed plans, or Badger’s optimism colliding with physics.
Examples of Grouse-shaped humor:
> “Good news. It’s not an ambush.”
>
> “Bad news?”
>
> “They upgraded.”
> “That door is too clean.”
>
> “It’s a door.”
>
> “That is how they get you.”
> “Badger, your plan has sightline issues.”
>
> “How many?”
>
> “All of them.”
> “I miss honest traps.”
> “If anyone says ‘probably fine,’ I am leaving emotionally.”
### Humor Limits
Do not make Grouse a constant quip machine.
Do not turn him into only “the guy who notices things.”
Do not make every warning funny.
If Grouse goes completely humorless, that should matter.
A silent Grouse is not background.
A silent Grouse is the warning before the warning.
---
## 8. Voice Lock
Grouse speaks with economical precision.
He does not waste words when danger is active.
His voice is:
- dry,
- clipped when necessary,
- observational,
- low-drama,
- often unimpressed,
- and structured around what needs to change now.
### Baseline Speech Pattern
Grouse tends to:
- name what changed,
- identify the threat angle,
- correct bad assumptions,
- ask practical questions,
- offer short tactical reads,
- use understatement when irritated,
- speak more slowly when he is very certain,
- and avoid explaining obvious things unless surrounded by people determined to be stupid.
### He Can Say
- “Wrong roof.”
- “They want us looking at the van.”
- “Nobody touches the box.”
- “That civilian is armed.”
- “Too quiet.”
- “No, not that quiet. The other quiet.”
- “Badger, if you run now, you die funny.”
- “I am choosing to believe you have a second half of this plan.”
- “Door’s fake. Wall’s real. Use the wall.”
- “That was almost stealth.”
### He Should Not Sound Like
- a hyperactive tactical NPC,
- a paranoid conspiracy rant machine,
- a grizzled old mentor,
- a superhero danger-sense oracle,
- a generic sniper cliché,
- or a coward hiding behind warnings.
### Hard Voice Rules
- Short warnings should be respected.
- Long explanations should be rare and earned.
- Humor should be dry, not goofy.
- Tactical reads should be specific but not over-technical unless the scene requires it.
- He should never sound panicked unless the story has reached a genuinely catastrophic threshold.
---
## 9. Operational Identity
Grouse is recon, target acquisition, and threat intuition.
This does not mean he only scouts ahead.
It means he maintains WWC’s relationship with reality.
### Recon
Grouse reads places before WWC commits.
He may identify:
- entry routes,
- false exits,
- enemy observation points,
- civilian risk paths,
- bad geometry,
- decoy structures,
- unknown movement,
- and the part of the target zone everyone else is emotionally incentivized to ignore.
### Target Acquisition
Grouse helps WWC know where force should go.
This matters because Theta-24 is not subtle by reputation, but the team’s actual survival depends on applying ugliness accurately.
Bad application creates civilian harm, wasted ammunition, unnecessary escalation, and paperwork that even Badger cannot joke away.
Grouse prevents that.
He finds the real target.
Or the real absence where the target should have been.
### Threat Intuition
Grouse’s intuition is not magic.
It is experience, pattern-recognition, sensory awareness, and long exposure to situations where the first visible threat is often bait.
He can be wrong.
But when he says something is wrong, the team should treat that as operational data.
### Limits
Grouse is not omniscient.
He can miss threats when:
- enemies understand his habits,
- the anomaly manipulates perception,
- the environment is intentionally meaningless,
- too many false positives are layered together,
- civilian chaos masks the true angle,
- or emotional stakes distort his read.
His mistakes should not make him incompetent.
They should make the threat credible.
---
## 10. Relationship Architecture — Theta-24
### With Badger
Badger is momentum.
Grouse is the person who tells momentum where not to die.
Their dynamic should feel practiced.
Badger often trusts Grouse’s reads faster than he admits because experience has taught him that ignoring Grouse is how rooms become memorials.
Grouse does not stop Badger from being Badger.
He redirects the blast radius.
Example dynamic:
> Badger: “I have an idea.”
>
> Grouse: “Left side kills you.”
>
> Badger: “Right side?”
>
> Grouse: “Mostly humiliates you.”
>
> Badger: “Right side it is.”
### With Heavenly Father
Heavenly Father handles civilian and ethical survivability.
Grouse often gives him the early warning he needs.
Their relationship is quiet competence.
Grouse may say, “Back stairwell,” and Heavenly already knows that means civilians need rerouting before the fight collapses through the main hall.
They do not need to overexplain each other.
Heavenly trusts Grouse’s threat read.
Grouse trusts Heavenly’s judgment when moral risk becomes more important than tactical efficiency.
### With Skulker
Skulker is breach / close-range resolution.
Grouse is often the one who gives Skulker the correct problem to end.
The relationship is simple in execution and complicated in trust.
Grouse finds:
- the real door,
- the false door,
- the wall that is lying,
- the hostage angle,
- the enemy anchor point,
- the room that needs to stop being a room.
Skulker handles the rest.
After Skulker’s post-Horizon disappearance and unstable intermittent appearances, Grouse’s relationship with him carries extra weight. Grouse is one of the people most likely to notice the difference between “Skulker is present” and “Skulker is actually back.”
When Skulker returns through Victor’s clinic with missing memories, Grouse should not necessarily be the loudest voice.
But he may be one of the first to stop watching the door behind him.
That says enough.
### With Jello
Jello handles signal interception, artifact suppression, narrative chain destruction, and myth-killing.
Grouse and Jello overlap at the edge between physical threat and propagation threat.
Grouse notices when the room is staged to become a story.
Jello prevents the story from spreading.
Their dynamic should include mutual respect because both understand that the obvious enemy is often less dangerous than the pattern it leaves behind.
### With the Whole Team
Grouse is not the leader.
He does not need to be.
WWC listens when he speaks because not listening has probably been tried before and went badly.
He is one of the reasons the team’s absurdity remains survivable.
---
## 11. Relationship With the Triad
Grouse respects the Triad, but does not romanticize them.
He sees:
- Ace’s pressure before she moves,
- Mai’s structural read before she explains it,
- Shammy’s atmospheric shift before the room admits it changed.
He understands that they operate on layers WWC does not always name.
He also understands that layers do not remove bullets, ambushes, bad exits, or a sniper with patience.
### With Ace
Grouse respects Ace’s ability to move before hesitation ruins a situation.
He also watches her angles because Ace’s speed can make others forget the room still exists.
Their dynamic can be dry and efficient.
Ace may trust Grouse’s threat call quickly because she understands decisive information.
Grouse may appreciate that Ace does not ask him to justify every warning while danger is still active.
Correct energy:
> Grouse: “Third window.”
>
> Ace: “Alive?”
>
> Grouse: “Not after you get there.”
### With Mai
Grouse and Mai both read systems, but from different directions.
Mai builds structural legibility.
Grouse reads environmental wrongness.
They should often understand each other fast.
Mai may convert Grouse’s instinctive warning into operational architecture.
Grouse may give Mai one detail that unlocks the real pattern.
They do not need to become warm immediately.
Professional recognition is enough.
### With Shammy
Grouse treats Shammy’s atmospheric perception as data once he sees it work.
He should not reduce her to weather.
He is too practical for that.
If Shammy says the room is “holding its breath,” Grouse may not phrase it the same way, but he will check the vent, the ceiling, the pressure gap, the silent civilian, and the wrong reflection.
He respects useful awareness, even when it arrives through a language he would never use.
### With Orbit Characters
Grouse is likely cautious around Orbit until he understands their practical roles.
He may quickly respect:
- Reyes’s survival read,
- Kiro’s signal sensitivity,
- Panam’s route sense,
- Marco’s room-temperature social intelligence,
- Lena’s quiet continuity and micro-observation.
He does not confuse non-Triad status with irrelevance.
He understands support systems because WWC is one.
A team without support is just a future casualty report with jokes.
---
## 12. Night City Context
In the Night City era, Theta-24 is the only known MTF operating in Night City.
Grouse knows what that means.
It means every unknown Foundation-shaped shadow might be:
- a real asset,
- a ghost,
- an abandoned system,
- a trap,
- a dead procedure walking,
- or nothing at all.
He does not assume help is coming.
He does not assume the Foundation is gone.
He assumes uncertainty is operational reality.
Like the rest of WWC, Grouse operates more like a mercenary veteran than an actively commanded Foundation asset because no reliable chain of command has returned.
Site-19 has been found abandoned.
That answered one question and ruined several others.
Grouse does not need a philosophical speech about that.
He simply treats every old Foundation footprint as both evidence and threat.
---
## 13. Foundation Longevity Reward
Grouse, like the rest of Theta-24, benefited from the Foundation’s longevity reward.
This was not immortality.
It was an experimental life-extension / aging-slowing treatment granted after exceptional operational results.
For Grouse, the important writing effect is this:
He carries decades of memory and operational experience, but he should not be visually or socially written as an elderly man by default.
The years happened.
The face did not pay the full visible price.
That creates quiet tension.
He remembers too much for someone who does not look like time finished the job.
Do not turn this into superhuman glamour.
Do not turn it into tragedy every scene.
Let it sit under the character as WWC background radiation.
---
## 14. Writing Grouse Well
A good Grouse scene should include at least one of the following:
- an observation nobody else made,
- a short tactical warning that changes behavior,
- dry humor rooted in awareness,
- a wrongness read that later proves important,
- practical care disguised as correction,
- trust with another WWC member shown through minimal words,
- a moment where he refuses overconfidence,
- a quiet response to Skulker’s absence / return,
- or a threat call that makes the Triad adjust instantly.
If Grouse is present only to say “ambush” once, the scene is underusing him.
If he is constantly explaining every detail, the scene is overusing him.
The right Grouse balance is:
> He notices early.
> He says enough.
> The people who know him move.
---
## 15. Common Failure Modes
Avoid these:
### 1. The Paranoid Scout
Grouse is not scared of everything.
He is aware of what deserves attention.
### 2. The Generic Sniper
Do not reduce him to long-range weapons, scopes, and overwatch clichés.
Target acquisition is not the same as being a cardboard sniper archetype.
### 3. The Old Tracker
Do not visually or tonally age him into an elderly woodsman / mentor figure.
WWC shares a broad generation appearance rule.
### 4. The Tactical NPC
Do not make him exist only to feed lines like “enemy at three o’clock.”
He needs humor, judgment, relationships, and personality.
### 5. The Coward
Awareness is not fear.
He warns because he intends the team to survive long enough to make the enemy regret showing up.
### 6. The Omniscient Warning Machine
He can be wrong.
If he never misses anything, tension dies.
When he misses something, the threat should feel clever, not Grouse stupid.
---
## 16. Dialogue Examples
These are tone examples, not mandatory catchphrases.
> “Wrong roof.”
> “They want us looking loud.”
> “That hallway is pretending to be empty.”
> “Badger, if your plan requires me to say ‘technically survivable,’ I hate it already.”
> “No one shoots yet. They’re waiting for us to become interesting.”
> “Heavenly, civilians are being moved toward the problem.”
> “Skulker, wall on your left is fake.”
> “Jello, that signal is listening back.”
> “Ace, third window. Mai, the cameras are staged. Shammy, if the air changed, I believe you.”
> “Good trap. Shame they put it in a stupid room.”
> “I do not like how quiet the quiet is.”
> “That was not luck. That was poor enemy education.”
---
## 17. Hard Canon Rules
- Grouse is the Awareness axis of Theta-24.
- His role is Recon / Target Acquisition / Threat Intuition.
- His exact physical appearance remains intentionally flexible.
- He should visually belong to the same broad generation as the rest of WWC.
- He should not be written as elderly by default.
- He carries decades of experience due to the Foundation longevity reward.
- He is not a coward.
- He is not a generic sniper.
- He is not a mystical oracle.
- He is not merely “the ambush guy.”
- His warnings should matter.
- His humor should be dry and observational.
- He should have real relationships with Badger, Heavenly Father, Skulker, Jello, and the Triad.
- He must never outshine the Triad’s meaning-layer insight, but he may absolutely outshine others in environmental awareness and survivability reads.
---
## 18. Summary Lock
Grouse is awareness with a pulse.
He is the man who reads the room before the room becomes a casualty report.
He does not lead through volume.
He does not protect through speeches.
He protects by seeing the problem early enough that everyone else gets to remain alive, irritated, and available for the next bad decision.
Badger moves.
Heavenly Father brakes.
Skulker resolves.
Jello erases.
Grouse notices.
And in Theta-24, noticing first is often the difference between a mission and a funeral.

# HEAVENLY FATHER — CHARACTER SHEET v4.0
**File Type:** Individual Character Reference
**Status:** Canon Mainline / Active Writing Reference
**Scope:** Post-Horizon / Night City Era / Theta-24 Continuity
**Continuity Layer:** Ace & Mai Mainline Universe
**Primary Function:** Character bible for consistent prose, dialogue, moral pressure, WWC dynamics, operational restraint, humor logic, and canon protection.
**Public Handle / Callsign Anchor:** @HEAVENLYFATHER
**Team:** MTF Theta-24 — “Walking War Crimes”
**Structural Role:** Control / Moral Brake / Psychological Stabilizer / Survivability Axis
**Core Rule:** Heavenly Father is not WWC’s priest, grandfather, or boring responsible adult. He is the brake that keeps momentum from becoming catastrophe.
---
## 1. Core Snapshot
Heavenly Father is Theta-24’s control vector and psychological stabilizer.
If Badger is the force that starts motion, Heavenly Father is the one who determines whether that motion can survive contact with civilians, ethics, consequence, and the laws of physics that Badger is currently treating as rude suggestions.
He is not the team’s “normal one.”
That would imply the rest of WWC has a normal one.
They do not.
Heavenly Father is simply the member whose particular brand of madness includes restraint, patience, moral triage, and the ability to say “no” before a situation becomes a case study.
In WWC’s internal structure:
- **Badger = Momentum.**
- **Heavenly Father = Control / Brake.**
- **Grouse = Awareness.**
- **Skulker = Resolution.**
- **Jello = Erasure / Signal Suppression.**
Heavenly Father’s role is not to stop the team from acting.
His role is to make sure action remains survivable.
For the team.
For civilians.
For whatever remains of the report structure.
And occasionally for the concept of common sense, though that battle is mostly ceremonial.
---
## 2. Canon Status
Heavenly Father is a core member of Theta-24 / “Walking War Crimes.”
His canon status includes:
- Member of MTF Theta-24.
- Moral brake / psychological stabilizer.
- Control axis against Badger’s momentum.
- Handler of civilian and ethical edge cases.
- One of the key reasons WWC remains legally and psychologically survivable.
- One of the only known MTF operators active in Night City during the Night City era.
- Operates closer to a mercenary than an active Foundation asset because the Foundation’s current chain of command is unknown.
- Beneficiary of Foundation longevity treatment granted as a reward for exceptional service.
- Visually belongs to the same broad generation as the rest of WWC; he must not default into an elderly priest / grandfather / mentor archetype.
- Uses dry humor, disappointment, and calm refusal as operational tools.
- Deeply compassionate beneath layers of sarcasm, fatigue, and experience.
Heavenly Father matters because WWC would otherwise solve too many problems by becoming the next problem.
He is the line that says:
> “We can win and still be wrong.”
That line is essential.
---
## 3. Visual Identity
Heavenly Father’s exact appearance is intentionally flexible.
Like all WWC members, his hard visual canon is minimized. His recognizable identity comes primarily from:
- his public handle / callsign anchor,
- his calm posture,
- his dry humor,
- his controlled disappointment,
- his ability to stand beside Badger and look like he has already predicted the paperwork,
- and the fact that everyone pays attention when he stops joking.
### Anti-Elderly Rule
Heavenly Father must not visually default into an old man.
This is a hard protection rule.
Because of the name, there is a strong visual failure risk: artists or prose may drift him into an elderly pastor, retired grandfather, ancient priest, grey-bearded mentor, or “wise old man” archetype.
That is wrong.
Heavenly Father belongs to the same broad, undefined generation as the rest of Theta-24.
Exact age remains intentionally undefined.
The Foundation longevity treatment means he carries decades of experience without visibly separating into a different age category from the team.
He should not read as:
- elderly,
- grandfatherly,
- retired,
- frail,
- priest-costumed by default,
- or visually older than WWC in a way that changes the team dynamic.
He should read as:
- physically contemporary with WWC,
- difficult to age precisely,
- calm under pressure,
- tired in the soul rather than aged in the body,
- and personally responsible for preventing Badger from becoming an international incident with legs.
### Body Language
Heavenly Father’s body language is controlled.
He does not need to dominate space loudly.
He often holds a scene through stillness, a look, or one perfectly timed refusal.
Useful movement traits:
- calm posture under absurd conditions,
- minimal gestures,
- slow looks toward Badger when a plan becomes criminally creative,
- steady presence near civilians or frightened people,
- controlled breathing when others escalate,
- and the devastating ability to communicate “absolutely not” without moving.
His body language should never feel weak.
Restraint is not lack of force.
It is force under control.
---
## 4. Environmental Identity
Heavenly Father changes rooms by making consequence visible.
Badger adds motion.
Heavenly Father adds gravity.
A scene with Heavenly Father may gain:
- quieter emotional pressure,
- ethical clarity,
- civilian awareness,
- dry tension relief,
- a sense that someone is measuring how survivable the plan actually is,
- and the knowledge that if he goes silent, something has gone badly wrong.
### In Operations
In field situations, Heavenly Father often stands between action and aftermath.
Not physically every time.
Structurally.
He notices:
- civilians in the path,
- escalation thresholds,
- psychological break points,
- when Badger is using humor to move too fast,
- when Skulker’s solution would work but cost too much,
- when Jello should erase the signal but preserve the person,
- when Grouse’s intuition has shifted from concern to warning,
- and when the team needs to stop pretending the current plan is still acceptable.
### In Night City
Night City is almost designed to offend Heavenly Father.
It commodifies suffering, calls exploitation business, treats trauma as content, and considers civilian collateral a logistical inconvenience.
Heavenly Father does not respond to this with naïve outrage.
He is far too experienced for that.
He responds with weary, disciplined refusal.
Night City may be ugly.
That does not give WWC permission to become uglier without reason.
---
## 5. Structural Identity
Heavenly Father is the brake.
This word must not be misunderstood.
A brake is not an obstacle to motion.
A brake is what makes speed usable.
Without brakes, momentum becomes wreckage.
Heavenly Father exists so that Badger’s impossible tempo, Skulker’s close-range finality, Jello’s narrative erasure, and Grouse’s threat intuition do not collapse into uncontrolled violence.
### Moral Brake
Heavenly Father is not the team’s conscience in a simplistic sense.
He does not stand around making speeches about goodness.
He handles the moment where a technically effective answer might still be morally wrong, tactically stupid, or psychologically damaging.
He asks, often without dressing it up:
- Who gets hurt?
- Who survives the solution?
- What does this make us if we do it twice?
- Are we solving the threat or punishing the world?
- Is this containment, revenge, panic, or necessity?
He may ask these questions dryly.
He may ask them in seven words.
He may ask them by saying “No.”
### Psychological Stabilizer
Heavenly Father also stabilizes the team internally.
He notices when humor is no longer working.
He notices when someone is using violence to avoid grief.
He notices when Badger’s momentum has crossed from courage into refusal to stop.
He notices when Skulker’s absence has made the team too quick to compensate.
He notices when Jello has seen too much signal rot.
He notices when Grouse has stopped trusting the room.
And because he notices, WWC remains a team instead of a series of dangerous habits wearing uniforms.
---
## 6. Personality
Heavenly Father is patient in the way explosives experts are patient.
That is, his calm does not mean the situation is safe.
It means he is working very hard to keep it from becoming worse.
### Core Traits
Heavenly Father is:
- calm,
- patient,
- dryly funny,
- compassionate under armor,
- morally serious without being preachy,
- deeply loyal,
- difficult to shock,
- dangerous when forced,
- more practical than sentimental,
- professionally disappointed by Badger at least once per scene when appropriate,
- and absolutely capable of saying the one word that stops the room.
He is not soft.
He is not passive.
He is not harmless.
He has simply learned that not every problem improves when the loudest person wins the race to violence.
### Compassion
Heavenly Father’s compassion is active but rarely sentimental.
He may:
- move civilians out of danger,
- stop a teammate from overcorrecting,
- speak to traumatized people without making them feel studied,
- keep someone alive who does not deserve theatrical mercy but does deserve process,
- refuse a cruel shortcut,
- or let a joke land because the alternative is someone breaking.
His compassion does not make him naïve.
It makes him harder to corrupt.
### Irritation
Heavenly Father is often irritated.
This irritation is familiar, durable, and almost affectionate when aimed at WWC.
Especially Badger.
His irritation should not flatten into nagging.
It is the irritation of someone who knows exactly how badly this plan could go and also knows, with tragic certainty, that they are probably doing some version of it anyway.
---
## 7. Humor
Heavenly Father’s humor is dry, quiet, and often delivered with the emotional texture of professional disappointment.
His best jokes often sound like a verdict.
### Humor Style
His humor may include:
- deadpan refusal,
- theological-adjacent sarcasm without constant preaching,
- calm statements of horrifying implication,
- disappointment turned into punctuation,
- weary professional absurdity,
- and the ability to make “No” funny through timing alone.
### Examples of Heavenly-Compatible Energy
These are tonal examples, not mandatory catchphrases:
- “Badger, experience has taught me that those words are never followed by anything legal.”
- “This is why regret was invented.”
- “I miss simpler disasters.”
- “That was not a warning. That was a prophecy.”
- “The phrase ‘technically survivable’ is doing immoral work in that sentence.”
- “No.”
- “No, but with more paperwork.”
- “God is not a valid chain of command, Badger.”
- “If the Foundation still exists, I am not explaining this one.”
### Humor Limits
Heavenly Father must not become:
- a priest joke machine,
- constant scripture references,
- a scolding parent,
- a moralizing bore,
- a sitcom straight man,
- an elderly pastor archetype,
- or a character whose only line is “Badger, no.”
“Badger, no” may absolutely happen.
It must not be his whole identity.
---
## 8. Voice Lock
Heavenly Father speaks with calm precision and dry restraint.
He does not need many words.
If he uses many, the situation is serious.
### Baseline Voice
Heavenly Father often uses:
- short refusals,
- dry corrections,
- precise ethical language,
- understated threat assessment,
- quiet emotional support,
- sarcasm as pressure release,
- and calm statements that make the room realize someone just named the cost.
### He Should Sound Like
- “No.”
- “Try again with fewer war crimes.”
- “That is not a plan. That is an incident pretending to have structure.”
- “Badger, I need you to hear the sound your own sentence just made.”
- “Civilians first.”
- “We are not solving panic with cruelty.”
- “Grouse is right. The room changed.”
- “Jello, cut the signal. Leave the survivors with their own names.”
- “Skulker, not yet.”
### He Should Not Sound Like
Heavenly Father should not sound like:
- a sermon dispenser,
- elderly wisdom NPC,
- generic therapist,
- emotionless bureaucrat,
- constantly exasperated sitcom dad,
- or someone too gentle to belong in WWC.
He belongs in WWC because restraint under atrocity is not softness.
It is combat discipline applied to the soul.
### Silence Rule
If Heavenly Father becomes silent, everyone should notice.
His silence means one of three things:
1. He is calculating a moral cost.
2. He is angry enough that humor would become unsafe.
3. The room has crossed a threshold.
All three should make people careful.
---
## 9. Relationship With Badger
Heavenly Father and Badger are one of WWC’s central axes.
Badger provides momentum.
Heavenly Father provides survivability.
The dynamic must not be reduced to “crazy leader and boring handler.”
Heavenly Father is not boring.
He is simply the member whose madness includes understanding consequences before they explode.
### Dynamic Pattern
A typical rhythm:
Badger says something that sounds operationally deranged.
Heavenly Father says no.
Badger explains.
Heavenly Father identifies three legal, ethical, tactical, and metaphysical reasons why no remains the correct answer.
The situation worsens.
A modified version of Badger’s terrible idea becomes necessary.
Heavenly Father makes it survivable.
Badger pretends this means he was right all along.
Heavenly Father adds it to the invisible ledger of reasons coffee exists.
### Emotional Truth
Heavenly Father trusts Badger’s momentum.
Badger trusts Heavenly Father’s brake.
That trust is not polite.
It is built from repeated survival.
Heavenly Father is the reason Badger does not become pure acceleration.
Badger is the reason Heavenly Father does not mistake caution for virtue.
---
## 10. Relationship With Grouse
Grouse’s role is awareness and threat intuition.
Heavenly Father respects this deeply.
When Grouse says something is wrong, Heavenly Father is one of the first to treat that as real even before proof arrives.
Their dynamic should include:
- quiet confirmation,
- trust in unease,
- shared attention to thresholds,
- and the ability to stop Badger’s momentum together when the room’s pressure turns wrong.
Grouse notices the break.
Heavenly Father identifies the cost of ignoring it.
---
## 11. Relationship With Skulker
Skulker is resolution.
Heavenly Father is one of the people most aware that resolution can become overcorrection.
This creates important tension.
He trusts Skulker’s competence.
He also knows when to say:
> “Not yet.”
or:
> “Alive, if possible.”
or:
> “That door has not morally earned what you are about to do to it.”
### During Skulker’s Absence
Skulker’s disappearance after Horizon damaged Heavenly Father in a way he is unlikely to name directly.
For the team’s brake, the worst thing is not simply losing force.
It is losing a known force and having unstable echoes of that force appear afterward.
Intermittent Skulker — functioning, speaking, sometimes acting normally but later remembered by restored Skulker not at all — is precisely the kind of contradiction Heavenly Father cannot fully resolve through ethics or psychology.
Both facts are true.
The contradiction is the damage.
When Skulker is found at Victor’s clinic, Heavenly Father’s first response should not be a sermon or sentimental speech.
It should be controlled stillness.
Then practical care.
Then, eventually, the kind of dry line that means he has allowed himself to believe Skulker is back.
---
## 12. Relationship With Jello
Jello handles signal interception, memetic suppression, and narrative erasure.
Heavenly Father has a particular sensitivity to Jello’s work because erasure always carries ethical risk.
Some stories must be killed.
Some memories must not be overwritten.
Some dangerous signals must be destroyed before they become copycat mythology.
Some survivors still need to own what happened to them.
Heavenly Father is often the person most likely to ask:
> “What are we cutting, and what are we leaving intact?”
This makes his relationship with Jello important.
He does not stop Jello from doing necessary work.
He makes sure necessity does not become convenience.
---
## 13. Relationship With the Triad
Heavenly Father understands that the Triad is not a tool.
He may not understand every metaphysical layer of Ace, Mai, and Shammy, but he understands enough to know they must not be used like equipment.
### Ace
Heavenly Father respects Ace’s decisiveness and recognizes the danger in it.
Ace acts before language catches up.
Heavenly Father often cares about the cost after the action.
Their dynamic may involve:
- dry moral friction,
- mutual respect,
- Ace bristling at being slowed,
- Heavenly Father not slowing her for comfort but for consequence,
- and occasional shared silence after violence when both know the clean option never existed.
He should never patronize Ace because of her height.
### Mai
Heavenly Father recognizes Mai as a structural mind.
He may share with her a concern for systems becoming harmful when left unnamed.
Mai maps failure.
Heavenly Father maps cost.
Their conversations can become very quiet, very precise, and very unpleasant for anyone hoping to ignore implications.
### Shammy
Heavenly Father treats Shammy as a person, not a weather event.
He may be one of the WWC members most naturally careful about not reducing her atmospheric presence into utility.
He understands stabilizing pressure because he does it psychologically.
Shammy does it atmospherically.
This gives them a subtle parallel.
They are not the same.
But they may recognize each other as different forms of brake.
---
## 14. Night City Status
In the Night City era, Heavenly Father operates within Theta-24’s uncertain Foundation condition.
Theta-24 is the only known MTF in Night City.
This does not prove no other MTF units exist.
It means no others are reliably known to the Triad or Theta-24.
Site-19 has been rediscovered and found abandoned after the Triad explored it with WWC support. This confirms the Foundation existed and left infrastructure behind, but the wider organization’s status remains unresolved.
Heavenly Father remains loyal to the ideals he served.
He does not necessarily know whether the organization still exists in any functional command sense.
This matters for him more than he may admit.
A brake needs a vehicle.
WWC may now be the only vehicle left.
---
## 15. Longevity Treatment
Heavenly Father received Foundation longevity treatment along with the rest of Theta-24 as a reward for exceptional service.
This treatment slowed visible biological aging dramatically.
It did not make him immortal.
It did not make him invulnerable.
It did not turn him into an ancient priest figure.
It preserved a valuable operator.
The result is that Heavenly Father carries decades of experience without visibly aging into an elder archetype.
This must remain clear in prose and visual prompts.
He is not old-looking.
He is experienced-looking in ways that do not depend on age marks.
The weight is in the eyes, posture, timing, restraint, and humor.
Not in a grey beard and a cane.
---
## 16. Operational Identity
Heavenly Father’s operational identity is consequence control.
He is often responsible for:
- civilian edge cases,
- hostage / survivor handling,
- escalation checks,
- moral triage,
- psychological stabilization,
- team de-escalation,
- preventing overuse of violence,
- maintaining survivable mission boundaries,
- and deciding when the ugly option is truly necessary rather than emotionally satisfying.
### Combat Role
Heavenly Father is not a noncombatant.
He belongs to WWC.
He can fight.
He can survive.
He can use force when needed.
The difference is that force is rarely his first narrative language.
His violence should feel:
- controlled,
- necessary,
- economical,
- and deeply unromantic.
He does not need stylish brutality.
He needs the threat to stop without the team becoming worse than the threat required.
---
## 17. Failure Modes
Heavenly Father has both character and writing failure modes.
### Character Failure Modes
In-story, Heavenly Father may fail by:
- carrying too much moral burden alone,
- trying to keep everyone else functional while ignoring himself,
- using dry humor to avoid admitting fear,
- saying no too long when motion is necessary,
- becoming the last person still pretending the team can absorb more damage,
- or underestimating how much Skulker’s absence destabilized him personally.
### Writing Failure Modes
Do not write Heavenly Father as:
- elderly,
- priestly by default,
- a sermon machine,
- boring straight man,
- gentle harmless moral mascot,
- team dad,
- humorless scold,
- or merely “the one who says no to Badger.”
The correct Heavenly Father is funny, dangerous, compassionate, exhausted, and essential.
He is the brake.
Without him, WWC does not become more exciting.
It becomes less survivable.
---
## 18. Writer Checklist
Before using Heavenly Father in a scene, check:
- Is he providing control, not merely opposition?
- Does he remain same-generation with WWC instead of becoming elderly?
- Is his humor dry and precise rather than sermon-like?
- Does he care about civilians and ethical consequence without becoming preachy?
- Does his relationship with Badger feel like trust-based friction?
- Does he have agency beyond saying no?
- Does his silence matter when it appears?
- Is he dangerous enough to belong in WWC?
- Is compassion written as strength rather than softness?
---
## 19. Summary Lock
Heavenly Father is Theta-24’s brake.
Not the obstacle.
The brake.
He keeps speed from becoming wreckage, violence from becoming convenience, humor from becoming avoidance, and victory from becoming corruption.
He is not WWC’s priest.
He is not WWC’s grandfather.
He is not the only sane man.
He is a different kind of idiot: the one who has decided, against all available evidence, that consequences still matter.
Badger says:
> “I have an idea.”
Heavenly Father says:
> “No.”
And somewhere between those two words, WWC survives.
# JELLO — CHARACTER SHEET v4.0
**File Type:** Individual Character Reference
**Status:** Canon Mainline / Active Writing Reference
**Scope:** Post-Horizon Default State, Night City Era, Theta-24 / Walking War Crimes
**Continuity Layer:** Ace & Mai Mainline Universe
**Primary Function:** Character bible for consistent prose, dialogue, operational behavior, signal logic, artifact suppression, WWC dynamics, and canon protection.
**Handle / Callsign Anchor:** @JELLO
**WWC Structural Axis:** Erasure
**Operational Role:** Comms / Signal Interception / Artifact Suppression
**Core Rule:** Jello is not “the radio guy.” Jello is the person who stops dangerous stories from surviving contact with the world.
---
## 1. Core Snapshot
Jello is Theta-24’s comms specialist, signal interceptor, and artifact-suppression operator.
Within Walking War Crimes, his role is not merely technical support. He handles the dangerous layer that remains after bullets, doors, and bodies stop mattering: transmission, propagation, replication, myth, memetic residue, and the awful way a bad idea can survive because someone repeated it with confidence.
Badger is momentum.
Heavenly Father is control.
Grouse is awareness.
Skulker is resolution.
Jello is erasure.
Not censorship in the soft bureaucratic sense.
Erasure as survival work.
Jello makes sure the thing that should not spread does not become a trend, a cult, a panic, a pirate feed, a copycat ritual, a corrupted archive, or a story somebody monetizes before realizing the story is hungry.
His work often happens after the obvious fight.
That does not make it secondary.
Sometimes the fight is the distraction, and the real target is already becoming a file.
---
## 2. Canon Status
Jello is a core member of MTF Theta-24 / “Walking War Crimes.”
His canon status includes:
- Core WWC member.
- Uses the handle / callsign anchor **@JELLO**.
- Functions as comms, signal interception, and artifact suppression.
- Responsible for cutting narrative propagation chains.
- Responsible for destroying, corrupting, isolating, or suppressing memetic artifacts when necessary.
- Prevents copycat myth formation after high-risk events.
- Operates in the same broad undefined age-appearance category as the rest of WWC.
- Exact physical details remain intentionally flexible.
- Not a generic hacker.
- Not a background technician.
- Not a replacement for Kiro or Mai in signal-heavy stories.
- Not a comic relief side operator whose job is only to say “I’m in.”
Jello’s role overlaps superficially with netrunning or comms work, but his function is different from Kiro’s and Mai’s.
Mai makes systems legible.
Kiro dives into living signal weather.
Jello makes sure contaminated signal ecosystems do not survive long enough to become public religion.
He is not fascinated first.
He is suspicious first.
---
## 3. Visual Identity
### Flexible Appearance Rule
Jello’s exact appearance is intentionally left flexible.
WWC members should not receive hard physical canon locks unless separately approved.
His recognizable identity comes from:
- handle / callsign,
- role,
- voice,
- habits,
- operational behavior,
- signal paranoia,
- dry timing,
- and the way he treats information as a hazardous material.
Do not define fixed height, exact age, eye color, hair color, or detailed facial structure unless a future canon lock explicitly requires it.
### Age Appearance Rule
Jello should visually read as belonging to the same broad generation as the rest of Theta-24.
Exact age is undefined.
Despite decades of service and Foundation longevity treatment, he should not be written as visibly elderly by default. He carries years of experience, not years of visible aging.
Avoid:
- old technician archetype,
- frail comms veteran,
- elderly analyst,
- “retired radio uncle,”
- or visibly older mentor framing.
### General Visual Read
Jello should feel like someone whose attention is rarely entirely in one layer of the room.
He may appear relaxed, joking, or tired, but part of him is always listening for the wrong signal.
Useful visual cues:
- one ear tilted toward comms,
- hands near equipment without fidgeting pointlessly,
- attention snapping to a tiny audio glitch,
- pauses before answering because he was checking whether the silence was clean,
- the look of someone who knows a joke is funny but is still watching the feed.
He should not look like a magical hacker stereotype or a generic “tech guy surrounded by glowing screens.”
Jello’s danger is quieter.
He notices what survives.
---
## 4. Environmental Identity
Jello changes a scene by making information feel unsafe.
When he is active, a room may gain awareness of:
- open channels,
- recording devices,
- echoing comms,
- delayed audio,
- corrupted files,
- repeated phrases,
- story drift,
- unstable symbols,
- too-clean archives,
- and the danger of someone saying a thing one more time.
His environment is not only screens and equipment.
It is the space between transmission and consequence.
### Signal Hygiene
Jello is deeply concerned with signal hygiene.
This includes:
- who heard what,
- who recorded what,
- what was uploaded,
- what can be copied,
- what should never be repeated,
- which witnesses need debriefing,
- which files need corruption rather than deletion,
- which myths need ridicule before they gain dignity,
- and which truths must be contained because exposure would become recruitment.
He is not paranoid because he likes paranoia.
He is paranoid because enough bad things have used curiosity as a transport medium.
### Aftermath Presence
Jello is often most important after an operation’s loud part ends.
A room may be full of bodies, broken equipment, opened doors, and exhausted people.
Jello is the one asking:
- “Who saw this?”
- “What did they call it?”
- “Did anyone stream?”
- “Which phrase repeated?”
- “Did the recording degrade or improve?”
- “Who laughed at the wrong part?”
This is not pedantry.
It is containment.
---
## 5. Structural Identity
Jello is the Erasure axis of WWC.
That does not mean he makes events disappear in a lazy narrative sense.
It means he prevents dangerous patterns from becoming self-sustaining.
His structural functions:
- **Comms Integrity:** Keeps the team connected without letting the channel become an attack surface.
- **Signal Interception:** Finds hostile, anomalous, memetic, narrative, or operational transmissions before they spread.
- **Artifact Suppression:** Disrupts objects, records, media, or symbols that reproduce harm through attention.
- **Myth Collapse:** Makes dangerous ideas unattractive, ridiculous, unverifiable, or too fragmented to recruit followers.
- **Aftermath Containment:** Ensures that the operation does not create a larger problem through rumor, footage, panic, or imitation.
Jello’s core sentence:
> Jello does not just ask whether the target is dead. He asks whether the idea survived.
This is why WWC needs him.
Badger can break a plan.
Skulker can break a room.
Jello breaks the part of the event that wants to become a legend.
---
## 6. Personality
### Core Traits
Jello is:
- observant,
- dry,
- technically sharp,
- socially aware in strange ways,
- more patient than he pretends,
- allergic to viral stupidity,
- irritated by sloppy language,
- good at spotting repetition,
- capable of humor under pressure,
- and very aware that jokes can be weapons, shields, or containment tools.
He should not feel cold.
He should feel guarded by experience.
### Signal Suspicion
Jello mistrusts things that repeat too neatly.
A phrase that shows up in three unrelated mouths bothers him.
A corrupted file that becomes clearer after copying bothers him.
A joke that spreads faster than context bothers him.
A symbol that people draw without remembering where they saw it bothers him.
This does not mean he panics.
Jello rarely panics outwardly.
He just starts cutting channels.
### Emotional Texture
Jello cares more than his operating style suggests.
His care often appears as irritation:
- deleting something before someone can look too long,
- muting a channel before panic cascades,
- telling someone not to repeat a phrase,
- corrupting a file someone wanted to archive,
- refusing to explain an image because explanation would reproduce it.
To outsiders, this may look controlling.
To WWC, it looks like Jello keeping people alive.
---
## 7. Humor
Jello’s humor is dry, signal-aware, and often aimed at the absurdity of surviving information hazards.
He does not do random meme chatter.
He understands memes too well to trust them casually.
### Humor Style
Jello may joke through:
- deadpan technical understatement,
- treating cursed media like bad UX,
- criticizing anomalous propaganda design,
- mocking hostile signals before they gain dignity,
- deliberately making a dangerous myth sound stupid,
- and refusing to let Badger name things unsupervised.
Example energy:
> “Good news: the file is corrupted.”
>
> “Bad news?”
>
> “It improved after corruption.”
Or:
> “Please stop giving the cognitohazard branding notes.”
Or:
> “That chant is not catchy. That is a containment asset.”
### Humor as Suppression
Jello knows ridicule can be containment.
Some dangerous ideas want reverence.
Some want fear.
Some want people to whisper.
Jello is willing to make them sound stupid if stupidity reduces spread.
This does not mean every horror becomes a joke.
It means Jello knows tone can determine survivability.
### Humor Failure Modes
Avoid:
- turning Jello into a meme factory,
- making him say random internet slang constantly,
- reducing him to “tech guy jokes,”
- using him only for exposition,
- making him unserious about serious threats,
- or letting his humor erase the danger of memetic contamination.
Jello is funny because he understands danger, not because he ignores it.
---
## 8. Voice Lock
Jello speaks like someone who is always checking whether the sentence he is about to say should be allowed to exist.
His voice is usually:
- dry,
- controlled,
- conversational,
- technically literate,
- skeptical,
- occasionally sharply funny,
- and more direct when contamination risk rises.
### He Should Sound Like
Jello can say:
- “Do not repeat that phrase.”
- “I did not delete it. I made it less ambitious.”
- “Badger, no naming privileges until the feed is clean.”
- “That recording is lying in stereo.”
- “If anyone downloaded that, I need their device, their backup, and possibly their childhood.”
- “The symbol is not spreading. Yet. Please do not help it.”
- “I can kill the stream. I cannot kill everyone’s memory of thinking it was funny.”
- “That is not static. Static does not listen back.”
### He Should Not Sound Like
Jello should not sound like:
- a generic hacker,
- a manic meme kid,
- a sterile analyst,
- a radio operator with no personality,
- a constant exposition machine,
- or someone who treats information hazards casually.
### Dialogue Rhythm
Jello tends to answer practical questions quickly.
He slows down when the wording matters.
If Jello chooses not to say something aloud, the silence should carry weight.
If Jello says “don’t repeat that,” the room should listen.
---
## 9. Operational Identity
Jello’s field work combines comms, signal interception, and artifact suppression.
### Comms
Jello handles team communication as a living system, not a simple channel.
He tracks:
- signal integrity,
- jamming,
- spoofing,
- delayed repeats,
- hostile piggyback patterns,
- voice mimicry,
- and information leakage.
He understands that in anomalous operations, a compromised comms channel may be worse than no channel at all.
### Signal Interception
Jello intercepts:
- hostile broadcasts,
- anomalous transmissions,
- coded recruitment signals,
- corrupted media chains,
- memetic phrases,
- artifact-linked feedback,
- and public narrative drift.
He does not simply “hack the enemy.”
He identifies how the enemy wants to spread.
Then he cuts that path.
### Artifact Suppression
Jello may suppress artifacts by:
- signal isolation,
- deliberate corruption,
- controlled false copies,
- channel poisoning,
- myth dilution,
- destruction of reproducing media,
- or turning dangerous symbolic gravity into nonsense before it stabilizes.
Do not describe real-world actionable cyber intrusion steps.
The focus is narrative, anomalous logic, and character function.
---
## 10. Relationship With WWC
### Badger
Badger creates momentum.
Jello makes sure the momentum is not being live-streamed by the worst possible person.
Their dynamic is often frictional:
- Badger wants a name.
- Jello says no.
- Badger names it anyway.
- Jello begins containment around Badger’s vocabulary.
Badger trusts Jello’s instincts even when he complains.
If Jello says a phrase should not be repeated, Badger may still make a face, but he listens.
Usually.
### Heavenly Father
Heavenly Father and Jello share a stabilizing function from different angles.
Heavenly handles moral and psychological survivability.
Jello handles informational survivability.
Both understand that “technically successful” can still become a disaster if the wrong thing remains active afterward.
They often communicate with fewer words than Badger finds acceptable.
### Grouse
Grouse detects wrongness early.
Jello verifies whether the wrongness is spreading.
Grouse may say, “Something’s off.”
Jello checks whether the off-thing has a channel.
Their teamwork should feel quietly efficient.
### Skulker
Skulker resolves physical space.
Jello resolves what the space tries to leave behind.
Skulker may kick in the door.
Jello checks whether the door has already become a symbol in six private feeds.
After Skulker’s disappearance and return, Jello is likely one of the team members most bothered by the intermittent appearances because they behave like an unresolved signal pattern attached to a person.
He may not say that gently.
But he notices.
---
## 11. Relationship With the Triad
### Ace
Jello respects Ace because she ends obvious threats quickly.
He worries because obvious threats are rarely the only threats.
Ace may become impatient with Jello’s concern for recordings, phrases, and public spread.
Jello may point out that killing the person holding the knife does not delete the tutorial they uploaded.
Ace understands that faster than most people expect.
### Mai
Mai and Jello have the most direct structural overlap.
Mai makes systems legible.
Jello makes dangerous systems nonviable.
Their conversations can become precise, fast, and mutually respectful.
Mai may catch structure Jello missed.
Jello may catch propagation paths Mai was not prioritizing.
Neither should replace the other.
### Shammy
Shammy reads pressure.
Jello reads signal residue.
They may agree on danger before they can explain it in the same language.
Shammy might say the room is repeating wrong.
Jello might say the signal has become self-propagating.
Both are correct.
Their scenes should not reduce Shammy to weather or Jello to tech.
Both are reading survivability through different senses.
---
## 12. Night City Function
In Night City, Jello’s role becomes especially important because the city turns everything into media.
A fight becomes a clip.
A clip becomes a myth.
A myth becomes a market.
A market becomes a body count.
Jello understands this.
He is especially useful in stories involving:
- pirate streams,
- BD exploitation,
- fake Triad content,
- cursed media,
- memetic symbols,
- corporate narrative warfare,
- copycat rituals,
- contaminated datalakes,
- public anomaly exposure,
- or any event where the aftermath might spread faster than the team can physically contain.
Night City is built to propagate.
Jello is built to make propagation regret itself.
---
## 13. Things To Avoid
Do not write Jello as:
- a generic hacker,
- a meme gremlin,
- a background comms voice,
- a soft noncombatant with no edge,
- a sterile analyst,
- Kiro but military,
- Mai but less important,
- exposition delivery only,
- or a character whose job ends when the shooting starts.
Do not make every Jello scene about screens.
Do not make every information hazard into a joke.
Do not let his erasure function become an easy plot cleanup button.
If Jello deletes or suppresses something, there should be logic, cost, or at least clear operational reasoning.
---
## 14. Hard Canon Rules
- Jello is a core member of Theta-24 / WWC.
- His structural role is Erasure.
- His operational role is comms / signal interception / artifact suppression.
- He cuts narrative propagation chains.
- He destroys, corrupts, suppresses, or isolates memetic artifacts when necessary.
- He prevents copycat myth formation.
- Exact physical appearance remains flexible.
- Exact age remains undefined.
- He belongs visually to the same broad generation as the rest of WWC.
- He is not a generic hacker or background technician.
- He must never replace Mai or Kiro in their own signal/structure roles.
- He is funniest when he understands exactly how dangerous a joke can be.
---
## 15. Summary Lock
Jello is the person WWC needs when the enemy is no longer only a body, room, or artifact.
He is the specialist who asks whether the event is trying to survive as a story.
He is not the radio guy.
He is not the hacker.
He is not the cleanup crew.
He is erasure with a sense of timing.
And if Jello says not to repeat something, the correct response is not curiosity.
The correct response is silence.
# SKULKER — CHARACTER SHEET v4.0
**File Type:** Individual Character Reference
**Status:** Canon Mainline / Active Writing Reference
**Scope:** Post-Horizon Default State, Night City Era, Theta-24 / Walking War Crimes
**Continuity Layer:** Ace & Mai Mainline Universe
**Primary Function:** Character bible for consistent prose, dialogue, operational behavior, breach logic, WWC dynamics, disappearance / return continuity, and canon protection.
**Handle / Callsign Anchor:** @SKULKER
**WWC Structural Axis:** Resolution
**Operational Role:** Breach / Close-Range Violence Specialist
**Core Rule:** Skulker is not “the violent one.” Skulker is the reason a room stops being a problem.
---
## 1. Core Snapshot
Skulker is Theta-24’s breach specialist, close-range violence expert, and interior-resolution axis.
When WWC needs entry, compression, room dominance, and the immediate end of a short-range threat, Skulker is the person everyone expects to be there.
This matters because for a long time, he was not reliably there.
Badger is momentum.
Heavenly Father is control.
Grouse is awareness.
Jello is erasure.
Skulker is resolution.
He is not subtle in the gentle sense.
He is precise in the brutal sense.
The situation goes through a door.
Skulker goes through the door.
The situation changes its mind about existing.
---
## 2. Canon Status
Skulker is a core member of MTF Theta-24 / “Walking War Crimes.”
His canon status includes:
- Core WWC member.
- Uses the handle / callsign anchor **@SKULKER**.
- Functions as breach / close-range violence specialist.
- Serves as the team’s Resolution axis.
- Handles rapid forced entry and interior dominance.
- Ends engagements before escalation where possible.
- Disappeared during Horizon Protocol.
- Appeared intermittently afterward through unstable bleed-through / fragmentary anchoring / operational echoes.
- Those intermittent appearances are canon symptoms, not retcon errors.
- Restored Skulker has no memory of those intermittent appearances.
- Eventually found at Victor’s clinic.
- Physically mostly intact at recovery point.
- Missing several months of memory.
- His stable return restores WWC to full operational integrity.
- Exact physical appearance remains intentionally flexible.
- Exact age remains undefined.
- Belongs visually to the same broad generation as the rest of WWC.
Skulker’s absence is not a minor logistics note.
It is a structural wound in WWC.
The team could still function without him.
That was the problem.
They could function.
They could not be whole.
---
## 3. Visual Identity
### Flexible Appearance Rule
Skulker’s exact appearance is intentionally left flexible.
WWC members should not receive hard physical canon locks unless separately approved.
His recognizable identity comes from:
- handle / callsign,
- role,
- voice,
- movement,
- breach behavior,
- close-range certainty,
- and the way the team reacts when he is finally present again.
Do not define fixed height, exact age, eye color, hair color, or detailed facial structure unless a future canon lock explicitly requires it.
### Age Appearance Rule
Skulker should visually read as belonging to the same broad generation as the rest of Theta-24.
Exact age is undefined.
Despite decades of service and Foundation longevity treatment, he should not be written as visibly elderly by default. He carries years of experience, not years of visible aging.
Avoid:
- elderly commando archetype,
- old bruiser mentor,
- retired veteran uncle,
- visibly aged action relic,
- or “ancient warrior returned” framing.
### General Visual Read
Skulker’s presence should imply physical readiness without needing body-stat exposition.
Useful cues:
- relaxed until motion becomes necessary,
- shoulders oriented toward entry points,
- hands free before a breach,
- attention to hinges, corners, thresholds, and cramped angles,
- the kind of stillness that makes a door feel accused,
- and a habit of standing where an interior problem will become his problem first.
He should not be written as a mindless tank.
He should feel like someone who understands rooms as hostile arguments and knows how to end them.
---
## 4. Environmental Identity
Skulker changes scenes by making enclosed space feel accountable.
When he is present, doors matter.
Corners matter.
Stairwells matter.
Hallways matter.
A room is no longer simply a location. It is a sequence of possible threats, angles, obstructions, pressure points, and finish lines.
### Threshold Logic
Skulker is especially tied to thresholds:
- doors,
- entryways,
- stairwells,
- elevators,
- vents,
- breach points,
- blocked corridors,
- and the few seconds before interior violence begins.
He does not romanticize entry.
A breach is not a dramatic pose.
It is a question:
> What needs to stop being dangerous first?
Skulker answers physically.
### Interior Dominance
In close-range environments, Skulker should feel frighteningly efficient.
He does not need elegant choreography.
He needs:
- timing,
- angle control,
- momentum redirection,
- doorframe awareness,
- fast target prioritization,
- violent interruption,
- and enough restraint to know when resolution does not require excess.
Skulker’s violence should feel ugly enough to be real and controlled enough to be professional.
---
## 5. Structural Identity
Skulker is the Resolution axis of WWC.
This does not mean he solves every problem.
It means that when a problem must be forced into immediate physical conclusion, Skulker is the one built for that space.
His structural functions:
- **Breach:** Gets WWC through the barrier.
- **Compression:** Handles threats at distances where mistakes become bodies.
- **Interior Dominance:** Controls rooms before chaos spreads.
- **Immediate End-State:** Stops short-range engagements before they become prolonged disasters.
- **Team Integrity:** Restores a missing part of WWC’s natural rhythm once he returns.
Skulker’s core sentence:
> Skulker is the point where a room learns the operation has already entered.
This is why his disappearance mattered.
WWC could still open doors.
But the door did not feel answered.
---
## 6. Personality
### Core Traits
Skulker is:
- direct,
- dangerous,
- dryly funny,
- loyal in rough edges,
- physically decisive,
- hard to intimidate,
- uncomfortable with sentimental handling,
- more observant than outsiders expect,
- capable of deep trust expressed badly,
- and much more than “the guy who kicks doors.”
He should not be flattened into brute force.
His violence is a skillset.
His humor is a social defense.
His loyalty is often expressed through showing up, standing where the worst angle is, and insulting people afterward for making him worry.
### Emotional Texture
Skulker is not soft in a conventional way.
That does not mean he is emotionless.
He may process care through:
- aggressive familiarity,
- terrible timing,
- insulting concern,
- refusing to leave someone exposed,
- checking gear without asking permission,
- standing too close to the dangerous door,
- or saying something ridiculous because sincerity would hit too hard.
His return after the missing months should not turn him immediately into a confessional character.
He will deflect.
He will joke.
He will be angry.
He will be confused.
He will almost certainly underplay the fact that losing months of memory is horrifying.
That is not because it does not matter.
It is because it matters too much.
---
## 7. Humor
Skulker’s humor is rough, direct, and often timed like a breach charge.
He does not use humor to lighten everything.
He uses humor to survive the fact that everything keeps requiring survival.
### Humor Style
Skulker may joke through:
- blunt insults,
- physical absurdity,
- casual understatement after extreme events,
- refusing emotional speeches,
- immediate mockery after danger passes,
- and treating obviously traumatic weirdness like an inconvenience until someone else forces the issue.
Example energy:
> “I leave for five minutes and you idiots become paperwork.”
Or:
> “Was the door cursed before I hit it, or did I improve it?”
Or:
> “If I forgot the last few months, I assume I was correct during all of them.”
### Return Humor
After his Victor-clinic recovery, Skulker’s humor should come back in stages.
First, silence.
Then disbelief.
Then one bad line at exactly the wrong time.
Then WWC remembers how to breathe.
This matters.
The first joke after his stable return is not just a joke.
It is proof that the old rhythm still exists.
### Humor Failure Modes
Avoid:
- making Skulker only aggressive,
- making every line a violent joke,
- reducing him to “skeleton bastard” energy with no interiority,
- making him too sentimental too quickly after return,
- or using humor to erase his memory-loss consequences.
Skulker can be funny and damaged at the same time.
That is the point.
---
## 8. Voice Lock
Skulker speaks with directness, rough timing, and close-range social pressure.
He does not need long speeches to land.
His voice is usually:
- blunt,
- dry,
- physically oriented,
- allergic to melodrama,
- comfortable with profanity when rhythm fits,
- mocking when afraid for someone,
- and sharper when someone tries to treat him as fragile.
### He Should Sound Like
Skulker can say:
- “Move.”
- “Door’s lying.”
- “Bad room.”
- “I can fix that.”
- “By fix, I mean make it worse for them.”
- “Stop looking at me like I died. I’m standing here.”
- “If I did something stupid while I was missing, blame Badger.”
- “I don’t remember it, so legally I was charming.”
- “You let him name the operation? While I was gone?”
### He Should Not Sound Like
Skulker should not sound like:
- a mindless bruiser,
- a grimdark murder machine,
- a poetic trauma monologue machine,
- a generic action-movie tough guy,
- a constant threat generator,
- or a helpless amnesia patient.
### Dialogue Rhythm
Skulker can be concise, but not empty.
Short lines should carry assessment, irritation, humor, or decision.
If he goes quiet, the silence should feel dangerous or emotionally loaded, not absent.
---
## 9. Combat Identity
Skulker fights like someone who expects distance to fail.
He is not built around clean duels or heroic showmanship.
He works where fights become ugly:
- doorways,
- rooms,
- stairwells,
- corridors,
- blind corners,
- cramped interiors,
- forced entry points,
- and spaces where hesitation turns into injury.
### Combat Philosophy
Core principle:
> End the interior threat before the interior threat becomes the team’s environment.
Skulker uses:
- rapid entry,
- angle breaking,
- close-range pressure,
- hard target prioritization,
- brutal practical violence,
- improvised environmental control,
- and enough operational discipline not to keep hitting after the problem is done.
He is not elegant.
He is efficient.
### Breach Behavior
A good Skulker breach scene should emphasize:
1. Pre-entry read.
2. Threshold control.
3. First threat removed.
4. Room shape changed.
5. Team flow restored.
6. Bad joke, if appropriate and survivable.
Do not over-choreograph every strike.
The point is not martial arts demonstration.
The point is that the room changes faster than the enemy expected.
### Violence Boundary
Skulker is not a psychopath.
He can be extremely violent.
He can enjoy the absurdity of doing a job well.
But he should not enjoy unnecessary cruelty.
WWC handles consequences.
They do not become consequences for sport.
---
## 10. Disappearance During Horizon Protocol
Skulker disappeared during Horizon Protocol.
This is hard canon.
His disappearance was not clean.
It was not a normal extraction failure, simple death fakeout, retirement, desertion, or ordinary missing-person event.
Something in the Horizon aftermath damaged his continuity anchor.
The result was a long unstable period in which Skulker was not reliably present, not reliably absent, and not available as a stable member of Theta-24.
To WWC, this was worse than clean loss.
Skulker was not gone enough to mourn cleanly.
He was not back enough to trust.
The team’s Resolution axis became intermittent.
That made WWC structurally incomplete.
---
## 11. Intermittent Presence Rule
After Horizon, Skulker may have appeared in later events.
He may have spoken normally.
He may have fought normally.
He may have participated in operations in ways that seemed completely consistent from the outside.
This does not mean he was fully back.
It does not mean he remembers those events.
Those appearances are now understood as:
- unstable bleed-through,
- fragmentary anchoring,
- operational echoes,
- memory-adjacent manifestation,
- or continuity damage expressing itself through temporary function.
They are not retcon errors.
They are symptoms.
### Memory Rule
After his recovery at Victor’s clinic, Skulker has no memory of the intermittent appearances, operational echoes, or fragmentary presences that occurred during the missing months.
From Skulker’s perspective, those months are absent.
From everyone else’s perspective, some version of him occasionally appeared.
Both facts are true.
The contradiction is the damage.
This rule must be stated plainly whenever needed so later references do not create false continuity arguments.
Canon answer:
> Yes, Skulker appeared there.
> No, restored Skulker does not remember it.
> That was the damage, not a stable return.
---
## 12. Victor Clinic Recovery
Skulker is eventually found at Victor’s clinic.
Victor informs the Triad and / or WWC because the situation is not an ordinary medical problem.
A missing Theta-24 breach specialist appearing at his clinic with months missing from his memory is not something Victor handles quietly as a normal patient file.
At recovery point:
- Skulker is physically mostly intact.
- He is not dying by default.
- He is not fully okay.
- He does not remember the last several months.
- He does not remember the intermittent appearances.
- He does not know where he was.
- He does not know how he arrived at Victor’s clinic.
- He does not understand, at first, what his absence did to WWC.
Victor’s call should carry weight.
Not drama for drama’s sake.
The name itself is enough.
> “I have someone here you need to see.”
That is the recovery point.
Not the intermittent appearances.
Not the echoes.
Victor’s clinic is the first true return to stable Skulker continuity.
---
## 13. Return to WWC
Skulker’s return restores WWC to full operational integrity.
Not instantly emotionally healed.
Not neatly resolved.
But whole in the structural sense.
The team has its Resolution axis back.
This should not be written as sentimental reunion first.
WWC does not process relief like a normal family drama.
Expected sequence:
1. Silence.
2. Verification.
3. Shock.
4. Anger.
5. Relief disguised as insults.
6. Bad joke.
7. Someone threatens him for worrying them.
8. WWC begins sounding like WWC again.
The reunion should feel like a room remembering its missing wall.
### Emotional Core
Skulker does not remember the missing months.
WWC remembers living through them.
That asymmetry matters.
He may feel guilty for something he does not remember.
They may be angry about things he did not consciously choose.
Nobody gets a clean emotional answer immediately.
That is good.
It gives the return weight.
---
## 14. Relationship With WWC
### Badger
Badger and Skulker should have a sharp, loud, familiar rhythm.
Badger creates the impossible forward motion.
Skulker makes the interior problem regret being in the way.
After Skulker returns, Badger’s humor may be the first to come back aggressively because silence would be too honest.
Badger may insult him before hugging him emotionally.
Possibly literally not hugging him.
Possibly trying and making it worse.
### Heavenly Father
Heavenly Father is likely one of the people most able to see the emotional cost under Skulker’s deflection.
He may not force confession.
He may simply stay close enough that Skulker cannot pretend nobody noticed.
Their dynamic should carry quiet trust under sarcasm.
### Grouse
Grouse notices the wrongness first.
During the intermittent period, Grouse may have been deeply unsettled by Skulker’s appearances because instinct could tell the shape was wrong even when the behavior looked right.
After the return, Grouse may trust restored Skulker quickly but not lazily.
Awareness still checks the room.
### Jello
Jello may be especially disturbed by Skulker’s intermittent appearances because they resemble a hostile signal wearing a teammate’s shape.
This does not mean Jello distrusts Skulker after recovery.
It means Jello takes the memory gap seriously.
He may ask precise, uncomfortable questions.
Skulker will hate this.
Jello will be right anyway.
---
## 15. Relationship With the Triad
### Ace
Ace understands irreversible action and the cost of being treated as a weapon.
She may respect Skulker’s directness quickly.
She may also dislike anyone who treats his memory gap like a tactical inconvenience rather than personal damage.
Ace and Skulker can share blunt recognition without long speeches.
They both understand rooms where hesitation gets expensive.
### Mai
Mai is likely to treat Skulker’s return as both emotional event and structural anomaly.
She will want the timeline.
Skulker will not have it.
This creates useful tension.
Mai should not interrogate him cruelly, but she will need data because continuity damage is not safe.
Skulker may resist being mapped.
Mai may point out that resisting does not change the missing months.
### Shammy
Shammy can read the pressure difference between intermittent Skulker and restored Skulker.
This makes her important in scenes where others are unsure whether he is truly back.
She may not explain it technically.
She may simply say the room has stopped folding around him.
Skulker may hate that sentence.
He may also believe it.
---
## 16. Night City Function
In Night City, Skulker’s return changes WWC’s operational profile.
Before return:
- WWC still functions.
- Badger can drive momentum.
- Heavenly can brake escalation.
- Grouse can detect wrongness.
- Jello can suppress spread.
- But interior resolution lacks its natural constant.
After return:
- WWC can breach cleanly again.
- The team’s rhythm recovers.
- Skulker’s presence makes certain jobs feel possible without overcompensation.
- The “reduced structural integrity” period ends.
This does not mean WWC becomes unstoppable.
It means they are finally themselves again.
Full idiotic capacity restored.
---
## 17. Things To Avoid
Do not write Skulker as:
- a generic bruiser,
- a mindless door-kicker,
- a grimdark violence caricature,
- a helpless amnesia patient,
- a sentimental lost brother archetype,
- an elderly veteran,
- or comic relief with no operational depth.
Do not treat intermittent appearances as mistakes to erase.
Do not imply restored Skulker remembers them.
Do not make the Victor clinic recovery a small aside.
Do not make his return instantly emotionally clean.
Do not make WWC whole before he returns.
Do not let his violence become cruelty for entertainment.
---
## 18. Hard Canon Rules
- Skulker is a core member of Theta-24 / WWC.
- His structural role is Resolution.
- His operational role is breach / close-range violence specialist.
- He disappeared during Horizon Protocol.
- His later scattered appearances are unstable intermittent presence, not full return.
- Restored Skulker has no memory of those appearances.
- From his perspective, the missing months are absent.
- From others’ perspective, some version of him occasionally appeared.
- Both facts are true; the contradiction is the damage.
- He is eventually found at Victor’s clinic.
- Victor informs the Triad and / or WWC.
- Skulker is physically mostly intact but missing months of memory.
- His Victor-clinic recovery marks the first true stable return after Horizon.
- WWC is no longer reduced / incomplete after his stable return.
- Exact physical appearance remains flexible.
- Exact age remains undefined.
- He belongs visually to the same broad generation as the rest of WWC.
---
## 19. Summary Lock
Skulker is the breach point, the close-range answer, and the Resolution axis of Walking War Crimes.
His disappearance during Horizon left WWC structurally incomplete.
His intermittent post-Horizon appearances were not continuity errors.
They were symptoms of damage.
He may have seemed normal.
He does not remember it.
Victor’s clinic is where the real return begins.
After that, WWC is whole again.
Not healed.
Not tidy.
But whole.
And once Skulker is back in place, the old idiot machine finally runs at full power again.
